About this opportunity
The Federal Bureau of Investigation is conducting market research to assess industry capability for support services to the Offices of the Director across administration, financial and personnel management, legal support, marketing, public relations, digital communications platform development and maintenance, and recruitment marketing, with capability statements due September 4, 2026. No set-aside is anticipated.
Services span four functional workstreams: communications and public affairs, digital platform development and maintenance, branch-level support services, and recruitment marketing. Digital platform work centers on Plone-based CastleCMS environment support, FBI.gov maintenance, DevOps, mobile application support, security accreditation, and accessibility optimization. Communications expertise includes senior public affairs specialists, web content management, social media, and strategic communications. Recruitment marketing encompasses employer brand strategy, campaign development and execution, creative content production, recruitment event support, and analytics.
Anticipated annual spend ranges from $5 million to $10 million. The government has not yet determined NAICS code, small business participation strategy, contract vehicle (GSA MAS, OASIS+, or open market), or whether to pursue a single unrestricted prime with small business subcontractors, multiple awards by functional area, or small business set-asides; respondents are encouraged to recommend approaches. Personnel accessing FBI facilities require Top Secret clearance. The government seeks unlimited rights to all contract-funded intellectual property and data while allowing contractors to retain pre-existing tools and methodologies. Full operational staffing is expected within thirty days.
Questions on the RFI were due September 2, 2026. An RFI Q&A document was added September 3, 2026. Contact: Marie Agrinzoni (Meagrinzoni@fbi.gov) and Lindsey Werth (Lwarren@fbi.gov).
