FEDERAL BUREAU OF INVESTIGATION

STATEMENT OF WORK

1. Introduction

1.1 Background

The Offices of the Director (OD) support the highest levels of the Federal Bureau of

Investigation (FBI) and include the missions of the Office of Engagement (OE), the front offices of agency Branches, the Office of General Counsel (OGC), and Office of Congressional Affairs

(OCA), among other offices that report to the Director’s Office (DO), Co-Deputy Directors’

Offices (CDDO), and Associate Deputy Director’s Office. To successfully carry out their time-sensitive, mission critical, and evolving duties while ensuring inherently governmental functions remain with government employees, these offices require support services. Contractor support services will mirror the range of support the OD provides to the FBI at large. The

Contractor shall supply highly skilled communications specialists, legal support, program managers, budget and property analysts, multimedia specialists, technical web architect and systems support services, marketing and data analysts, and other administrative personnel.

The tasks within this Statement of Work (SOW) will directly support administrative, business management, legal, marketing, public relations, and digital public communications platform development, security, and maintenance activities within the

FBI. Upon award, the Contractor will receive an organizational chart of the offices that comprise the OD and are supported by this contract; the following provides a brief description of a few of these offices.

Office of Engagement

The OE, a component of the DO, is comprised of the Office of Private Sector (OPS), Office of

Law Enforcement Engagement (OLEE), and the Office of Public Affairs (OPA). Within the OE, OPA serves as the principal voice of the FBI that builds trust and confidence internally and externally through effective communications strategies in direct support of the FBI’s mission and strategy. To carry out this responsibility, OPA devises messaging strategies and priorities at the highest levels of the organization; directly interfaces with the media and fields press inquiries; and facilitates investigative publicity. Units within OPA also produce original written, audio, and visual content to share the FBI’s messaging; develop, secure, and maintain the digital platforms for delivering of this content and messaging to the public; and engages with community organizations and the public across the country. The OPA team crafts speeches and communications for executives across the organization; ensures consistent and timely messaging is delivered to FBI personnel; and gathers and analyzes the data behind communications products and strategies to ensure the effectiveness of these tactics and efforts. As part of these communications efforts, OPA manages the FBI’s marketing and recruitment communications through a strategic and consistent voice and brand. OPA also

RFQ # TBD Version 1 Page 5 maintains the FBI’s public-facing web presences and as part of that duty, subdomains and web tools for divisions across the agency.

Branch Level Administrative and Communications Support

The Human Capital Branch (HCB) manages enterprise human capital processes, provides data-informed analyses to decision makers, and drives innovation and thought leadership to advance the FBI's strategic objectives. The Infrastructure Branch (InfB) leads innovative, user-focused enterprise technologies, information systems, and tools that modernize mission readiness and safeguard the integrity of the FBI's information. Other branches within the FBI lead and prioritize various operational missions within the agency, reflecting key areas such as criminal investigations, cybercrimes, national security, and field office support. Within each of these branches, FBI leadership requires administrative management, legal, personnel, financial, analytical, and strategic communications support.

Office of General Counsel

The OGC, within the DO, provides comprehensive legal advice to the Director, other FBI officials and divisions, and field offices on a wide array of investigative and administrative operations. The Litigation Branch represents the FBI in civil litigation filed against and by the agency to protect its interests and equities, to ensure its ability to perform its mission.

The Investigative and Administrative Law Branch assists the General Counsel in supporting the operational and administrative components of the FBI by providing timely, accurate, and cogent legal advice and counsel on a wide range of issues and matters in the administrative and investigative law field. The National Security and Cyber Law Branch provides comprehensive legal advice and counsel and serves as a trusted partner to the

Director and other FBI national security officials to drive the FBI’s national security and cyber missions.

Office of Congressional Affairs

Within the CDDO, the OCA is the FBI's primary liaison to Congress and plays a key role in communicating with lawmakers about FBI activities. OCA's mission is to enhance

Congressional confidence in the FBI through the disclosure of information about the mission, accomplishments, operations, and values of the organization by interacting directly with the FBI's Congressional Oversight Committees, Members, and staff. OCA also provides direct support to Special Agents in Charge as they engage members of

Congress on matters of local interest, including the accomplishments of their Joint

Terrorist Task Forces and their information sharing with state and local law enforcement organizations.

1.2 Scope

This contract shall provide support services to the OD in the areas of administration, financial and personnel management, legal support, marketing, and public relations. As part of these services and to ensure a streamlined and consistent voice for the agency, the contract will also support the digital public communications platform development, security, and maintenance services as well as recruitment marketing communications support. These various services may be provided to any office, division, or unit which currently, or in the future (due to an agency

RFQ # TBD Version 1 Page 6 reorganization) fall under the purview of the OD or provide support to the OD, to include the front offices of FBI Branches. Services will primarily be performed in FBI space; however, mission needs may require occasional travel or work at offsite locations.

1.3 Objectives

The objective of this contract is to support the mission of the OD by obtaining highly skilled digital communications specialists, program managers, data analysts, multimedia specialists, web architect and systems support services, social media marketing specialists, and other administrative personnel. The services will support OD in the areas of public affairs, financial and personnel management, recruitment marketing, federal legal support, web development support, and other administrative matters as mission needs evolve over the life of the contract.

2. Contract Structure and Pricing

2.1 Contract Type

This contract shall leverage Fixed Price (FP) and Labor Hour (LH) pricing and will include reimbursable travel and other direct costs (ODCs). The government anticipates awarding this vehicle for a base year and four (4) one-year option periods.

Within this section, the OD has identified a list of labor categories (LCATs) or support positions it requires or anticipates under this contract. Some LCATs or support positions shall be filled at or near the time of award while others may be needed in the future. While the Government has suggested LCATs, the Contractor shall use its expertise to recommend alternative LCATs, mixes, and quantities to yield more efficient or cost effective outcomes for the Government.

Throughout the life of the contract, the OD may require a surge in support to meet workload and mission demands. Surge support may be required during the base or option periods. Surge support is optional and not a guarantee. All surge modifications will be in-scope to provide increased support for the defined task areas of this SOW and mission of the OD. The

Government reserves the right to add other in-scope LCATs should needs evolve.

2.2 Pricing

Quoters shall propose pricing for services required under this contract using the following format. One (1) resource/full time equivalent (FTE) is equal to 1,920 hours of support per year, unless otherwise specified. Quoters shall provide pricing for all option years, for both FP and LH rates. Security clearances will be required for the majority of support under this contract;

however, quotes shall differentiate a variance in rates for those with and without clearances, if applicable.

In a separate section or chart, Quoter pricing shall also include rates for optional surge LCATs, for all option years. The intent is to facilitate more efficient modifications and financial forecasting. Surge is not guaranteed.

2.2.1 OD Recommended Positions

The Government anticipates requiring the following LCATs and quantities of positions at the time of award. However, the Contractor shall propose an alternative services strategy with

RFQ # TBD Version 1 Page 7 associated logic if the Contractor’s expertise finds an alternative set of services optimal to fulfil the needs of the Government. For organizational purposes, the chart will organize LCATs into contract line item numbers (CLINs) based on the FBI office requesting support. Clearance requirements will be covered in more detail later in this document; however, for the purposes of award and pricing, clearance levels are annotated in the chart. Top Secret is denoted as TS.

2.2.2 OD Optional Surge Positions

To meet workload and mission demands, the OD may require a surge in support at any point in the contract lifecycle. All surge modifications will be in-scope to provide increased support for the defined task areas and mission of the OD. A list of potential surge LCATs are identified in the chart below; however, OD reserves the right to add other in-scope LCATs should needs evolve. The Contractor is requested to quote other LCATs it finds valuable to include for the performance of this contract.

If the option to surge is exercised, the Government may make that position temporary or a permanent part of the contract for all remaining option years. When the positions are requested, the Contracting Officer Representative (COR) will notify the Contracting Officer (CO) what is needed, provide a rationale for records, and estimate any additional ODCs or travel required.

Then the contractor program manager will be notified when the government intends to exercise the optional CLINs (OCLINs) or any changes being requested.

Clearance requirements will be covered in more detail later in this document; however, for the purposes of pricing at this time, the Quoter shall provide rates for personnel with TS clearances.

For the purpose of establishing rates for optional surge positions, one (1) resource/FTE is equal to 1,920 hours of services per year.
