About this opportunity
U.S. Immigration and Customs Enforcement intends to solicit supply and delivery of packaged food products (box lunches three times daily, seven days per week) for up to 72 detainees at the Atlanta Field Office Detention Intake Processing Unit, with an RFI due September 25, 2026, and anticipated contract start October 1, 2026. The requirement is set aside exclusively for small businesses and requires GSA Federal Supply Schedule compliance.
Vendor location within a 15 to 20-mile radius of the Atlanta Metro area is mandatory; prime contractors may subcontract meal preparation and delivery to qualified local providers while retaining full performance responsibility. Place of performance is 180 Spring Street SW, Suite 106, Atlanta, GA 30303.
All meals must be individually packaged, tamper-evident, and comply with National Detention Standards (NDS), Non-Dedicated Intergovernmental Detention Standards (NDIDS), Performance Based National Detention Standards (PBNDS), or Family Residential Standards (FRS), USDA/FDA Dietary Guidelines, and local health department codes. Minimum meal specification includes a cold sandwich with two slices of white bread, two slices of turkey meat, one slice of American cheese, a one-ounce bag of plain salted chips, and an eight-ounce bottled water. Menus require certification by a registered nutritionist and government approval. Meals must provide 2,800 to 3,000 calories per detainee daily and be delivered within two hours of telephone order placement with no guaranteed minimum order quantities.
The contract period runs October 1, 2026, through September 30, 2030 (one base year plus three option years). Pricing must be fixed-rate per meal on a not-to-exceed, on-call basis with maximum 77 meals daily. Payment is within 30 days of invoice receipt. Either party may terminate with 15 days' written notice. Vendors must be GSA-registered and financially sound with demonstrated scalability. Product sample approval deadline is September 25, 2026.
