About this opportunity

The Department of State, through the Embassy of the United States in the Philippines, is soliciting offers for the supply and delivery of medical supplies. This is a firm fixed price contract opportunity open to all responsible sources, with no set-aside designations applied. The Government may award the contract based on initial offers without discussion, meaning offerors should submit their most competitive quotations. All prospective contractors must be registered in the System for Award Management (SAM) database prior to submitting proposals in compliance with Federal Acquisition Regulation provision 52.204-7. Electronic submission of offers is required via email to ManilaContracting@state.gov, with responses limited to files not exceeding 10MB in MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat PDF formats. The formal solicitation is expected to be issued on or about the third week of April 2026, at which time the specific proposal due date and time will be established.

This pre-solicitation notice provides no incumbent contractor information, estimated award values, or budget ranges. The notice also does not specify quantities of medical supplies required or the contract timeline for delivery. No set-aside is being utilized for this procurement, allowing competition from all qualified vendors. Prospective offerors should monitor SAM.gov for the full solicitation and accompanying technical specifications once released in mid-April 2026. Early registration in the SAM database is strongly encouraged to ensure compliance and avoid delays in proposal submission when the formal solicitation becomes available.
