About this opportunity

The Hawaii Air National Guard is conducting market research for an anticipated procurement of three 75-inch outdoor commercial-grade LCD display monitors with associated network AV distribution and installation services at Joint Base Pearl Harbor-Hickam, Hawaii; responses to this sources sought synopsis are due September 3, 2026. This is not a solicitation or commitment but rather a market research study issued under Revolutionary FAR Overhaul Part 10 to identify capable vendors and support competitive procurement planning.

The requirement specifies Samsung Model QM75C monitors or equal (4K Ultra High Definition with minimum 25% haze anti-glare coating) and Creston DM Network AV encoders and decoders (Model DM-NVX-D360 or equal) for emergency alert display over IP infrastructure with low-latency video streaming. All hardware, brackets, fasteners, and cabling must be corrosion-resistant (stainless steel or galvanized), outdoor-rated, UV-resistant, and weatherized to withstand coastal salt-air degradation and wind conditions. The contractor must provide professional installation of all three monitors, encoders, decoders, and mounting brackets, with approximately 100 feet of new cabling run from each monitor location to a cabinet using existing conduit, plus comprehensive post-installation operational testing, signal path calibration, and emergency notification display verification. Vendors proposing alternative "or equal" products must submit manufacturer technical specification sheets, environmental ratings certification (IP ratings), and documented proof of seamless interoperability with standard digital media networks without proprietary protocol modifications.

NAICS 334310 (Audio and Video Equipment Manufacturing) applies, with a 750-employee size standard. The Government encourages responses from all interested businesses, particularly small businesses in all socioeconomic categories (8(a), SDB, HUB Zone, SDVOSB, WOSB), to support potential set-aside determinations. Respondents will not receive evaluation results notification; any resulting RFQ will be issued under a different number.
