The services will support individuals residing at local Residential Reentry Centers, on home confinement, Federal Location Monitoring, or reporting to Day Reporting Centers, with all treatment required to be performed within a 5-mile radius of San Diego City Hall and within 0.5 miles of public transportation. The government will evaluate proposals based on a tradeoff approach considering key personnel licensure and experience, clinical treatment standards and practices, proposed facility locations, facility licensing, and past performance. The solicitation was originally posted on August 4, 2025, with the proposal submission deadline extended multiple times through amendments, ultimately requiring electronic submission by September 24, 2025, at 2:00 PM EST.
This procurement is set aside exclusively for small businesses, with the Bureau anticipating awarding a firm-fixed price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract. No incumbent contractor is mentioned in the available documentation, though historical service data shows increasing demand with Substance Use Intake rising from 50 clients in 2020 to 146 in 2023-2024, and Mental Health Intake growing from 25 to 124 clients over the same period. The contract structure includes a one-year base period estimated to begin November 1, 2025, followed by four one-year option periods and a potential 6-month extension, creating a total possible contract duration of 5.5 years. Services must be delivered within the specified San Diego geographic boundaries, with specific requirements for facility accessibility and proximity to public transportation to ensure convenient access for the target population. The solicitation allows for telemedicine delivery of certain mental health and psychiatric services, while therapy services may be provided either in-person or through telehealth in accordance with the Statement of Work requirements.
