About this opportunity
The Federal Bureau of Prisons (BOP) is seeking a contractor to provide community-based outpatient substance use disorder, mental health, and sex offender treatment services to male and female Adults in Custody (AICs) residing in a Residential Reentry Center, on home confinement, or on Federal Location Monitoring in Austin, Texas. The services must be performed within a 10-mile radius of Austin City Hall and within 1/2 mile access to public transportation. The contract will have a one-year base period estimated to begin on December 1, 2024, with four one-year option periods. Proposals will be evaluated based on technical approach, past performance, and price, with technical and past performance being significantly more important than price.
This requirement is set-aside for small businesses under NAICS code 621420 with a $19 million size standard. The BOP anticipates awarding a firm-fixed price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The estimated number of inmates to be served includes 50 for substance use disorder, 25 for mental health, and 5 for sex offender treatment, with specific service unit quantities provided for the base and option years. The Request for Quote will be available on or after October 17, 2024, and the estimated closing date is on or about November 18, 2024.

The Federal Bureau of Prisons, CTS Contracting Office, Washington, D.C. is seeking a contractor to provide community-based outpatient substance use disorder, mental health, and sex offender treatment services to male and female Adults in Custody (AICs) in community placement residing in a Residential Reentry Center (RRC), on home confinement, or on Federal Location Monitoring or, if applicable, reporting to a Day Reporting Center, in Austin, Texas.
All treatment services are to be provided by clinicians who currently hold a professional license to practice independently, without supervision, in the state of Texas.
Services will be required to be performed within a ten (10) mile radius of Austin City Hall, 301 West 2nd Street, Austin TX 78701 and within a 1/2 mile access to public transportation.
Performance periods under this contract will be for a one-year base period estimated to begin on December 1, 2024, with four (4) one-year option periods (i.e., Base Year; Option Year One, Option Year Two, Option Year Three, and Option Year Four).
