About this opportunity

The U.S. Department of Transportation's Maritime Administration (MARAD) is seeking a multiple award Blanket Purchase Agreement (BPA) for tug services at the Suisun Bay Reserve Fleet (SBRF) in Benicia, California. The solicitation requires towing services to accomplish intra-fleet ship moves, mooring maintenance, and barge transportation within General Anchorage #26. The BPA will be structured into two distinct pools: Pool One for 3000+ horsepower tug boats (unrestricted) and Pool Two for 1000+ horsepower push boats (small business set-aside). Quoters will be evaluated based on technical capabilities, past performance, and pricing, with the government intending to establish approximately four BPAs. Responses are due by May 28, 2025, with technical capabilities, past performance information, and pricing to be submitted by May 23, 2025 at 1:00 PM PT. Quoters must have a local office and tug access within a 65-mile radius of SBRF, and are not required to submit responses for both pools to be considered for award.

The solicitation is set up with Pool One being unrestricted and Pool Two designated specifically for small businesses certified under NAICS code 488330. Previous BPA holders included Baydelta Maritime LLC and Starlight Marine Services, LLC, whose contract expired on March 31, 2025. The BPA will have a five-year performance period with an option to extend services for an additional six months, and includes a maximum ordering threshold of $1,000,000 with individual call orders not exceeding $85,000. The SBRF anticipates 1-5 BPA calls per year, with three jobs currently planned under Pool One and one job under Pool Two for the current year. Call orders will be rotated among BPA holders in alphabetical order within each pool to ensure fair opportunity. Contractors must provide comprehensive insurance coverage, including Tower's Liability, Protection and Indemnity, and Hull and Machinery Insurance, each with a minimum coverage of $5 million. The physical performance location is 2595 Lake Herman Road in Benicia, California.
