About this opportunity
The U.S. Department of Transportation's Maritime Administration (MARAD) is conducting market research to identify potential contractors for a Blanket Purchase Agreement (BPA) for tug services at the Suisun Bay Reserve Fleet (SBRF) in Benicia, California. The BPA aims to secure towing services for intra-fleet ship moves, mooring maintenance, and barge movements within General Anchorage #26. Interested contractors must provide detailed capability statements, including information about their organization, available tugs, and local office locations within a 65-mile radius of SBRF. The market research will help determine the procurement method, which may result in a small business set-aside or full and open competition. Responses to the sources sought notice must be submitted by February 18, 2025, at 1 PM Pacific Time, with all submissions emailed to Lynda Luo and referencing the Source Sought Number 6991PE-25-SS-0001.
The contract falls under NAICS code 488330 with a small business size standard of $47 million, and potential bidders are encouraged to specify their small business category if applicable. The draft BPA terms indicate a 5-year period of performance with a potential 6-month extension and a total BPA ceiling of $1,000,000, with individual call orders limited to $85,000. Contractors must provide tugs with at least 3,000 horsepower for ship moves and mooring maintenance, and 1,000 horsepower push boats for barge movements. The BPA requires substantial insurance coverage, including $5 million in Tower's Liability, Protection and Indemnity, and Hull and Machinery Insurance. Call orders will be rotated alphabetically among BPA holders to ensure fair opportunity, with services primarily conducted Monday through Friday during daylight hours.
