About this opportunity

The United States District Court for the Central District of California seeks proposals for substance abuse and mental health treatment services for federal defendants and offenders under supervision in San Luis Obispo County, California, with proposals due August 20, 2026, at 4:00 PM PST. No set-aside applies.

Place of performance is San Luis Obispo County. The procurement requires a Blanket Purchase Agreement with a 12-month base term starting October 1, 2026, and a government option to extend unilaterally for four additional 12-month periods at its discretion.

The Court anticipates awarding one to two vendors on a rotating referral basis. All offerors must be capable of providing the complete scope of services listed in the RFP — including substance use assessment and counseling, co-occurring disorders counseling, drug testing, breathalyzer administration, case management, and sex offender treatment — or proposals will be deemed technically unacceptable. Vendors must maintain a fully operational physical site within San Luis Obispo County at the time of proposal submission, not later. Extended hours (5:00 PM to 9:00 PM at least one night per week and/or one weekend day) and Spanish-language fluent treatment staff are mandatory. Compliance with HIPAA, federal confidentiality regulations, staff background clearances, three-year record retention, and immediate notification of positive tests or non-compliance to probation officers are required. Facilities must accommodate disabled individuals and secure confidential environments.

Pricing must be submitted per unit (per specimen, per session, per report, or per administration) for the base year and all four option years. The government does not guarantee specific referral volumes; estimated monthly quantities are provided for planning purposes only. The government pays for drug testing, analysis, and most supplies; vendors must purchase refractometers and breathalyzers. Questions are due August 14, 2026, at 12:00 PM PST. NAICS 621420, Outpatient Mental Health and Substance Abuse Centers; PSC Q528, Social Work. Prime contractors subcontracting all clinical delivery must submit references from agencies that received the same or similar services from the prime within the past three years.
