About this file
This is a Questions & Answers document (Q&A 3) issued by the United States District Court, Central District of California, in response to inquiries regarding RFQ #0973-27-25.
The document addresses a single clarification regarding facility operational requirements for the San Luis Obispo County treatment location. The offeror and any subcontractor sites must be fully operational at the time of RFP submission, with proposals due by August 20, 2026. This requirement is detailed in Page L-4, Section 2b of the solicitation. The clarification resolves whether proposers could identify an intended location in their proposal and achieve full operational status by the October 1, 2026 contract start date; the answer confirms that facilities must be operational prior to proposal submission, not at the later contract start date.
