About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17, through Network Contracting Office 17 in San Antonio, Texas, has issued a Notice of Intent regarding maintenance services for a water purification system at the South Texas Veterans Health Care System. The agency intends to execute a sole source award under FAR Part 13 Simplified Acquisition Procedures to WRC Water Systems LLC for maintenance of an Aries Phoenix Lab Purification System. This procurement falls under NAICS code 221310 for Water Supply and Irrigation Systems and PSC code J046 for maintenance and repair of water purification equipment. The contract opportunity is set aside for small businesses and was posted on June 10, 2025. WRC Water Systems LLC, located at 7318 Caribou San Antonio, Texas, has been identified as the intended contractor based on their unique capabilities.
The sole source justification is based on WRC Water Systems being the only vendor capable of providing maintenance through an Aries Certified Field Service Engineer and supplying all required linearity supplies for the specialized purification system. Market research conducted by the agency did not identify any alternate approved vendors that could meet all service requirements. While this notice is not a formal request for quotations, responsible sources may submit capability statements, proposals, or quotations within five days of publication to demonstrate comparable capabilities that might be more advantageous to the government. If no affirmative written responses are received by the June 13, 2025 deadline, the contract will be awarded directly to WRC Water Systems without further competition. The statutory authority for this other than full and open competition procurement is 41 U.S.C. 3304(a)(1), implemented through FAR 6.302-1 for situations where only one responsible source can satisfy agency requirements.
