About this opportunity
The National Oceanic and Atmospheric Administration seeks administrative support for the Northeast Fisheries Science Center's Study Fleet Program, with quotations due July 27, 2026 at 5:00 PM Eastern Time and questions due July 20, 2026. This is a 100% small business set-aside under FAR Part 12.
Place of performance is Narragansett, Rhode Island, though Amendment 0001 (issued July 21, 2026) confirms all work may be performed remotely with no regularly recurring on-site presence required. The contractor will consolidate approximately 35–40 existing independent vessel participant agreements into a single centralized administrative contract. The NAICS code is 541990 (All Other Professional, Scientific, and Technical Services), and the PSC code is B516 (Special Studies/Analysis—Animal/Fisheries).
The contract runs a base period of September 1, 2026 through August 31, 2027 plus four optional one-year extensions through August 31, 2031. The base period includes two CLINs: CLIN 0001 for Study Fleet Program administration services (firm-fixed-price) and CLIN 0002 for reimbursable participant payments and allowable expenses (not-to-exceed $350,000), with corresponding option CLINs for each renewal year. The contractor must designate a Project Manager as key personnel within five business days of award. Core responsibilities include participant onboarding, payment processing within 30 calendar days of complete documentation and Government approval, invoice reconciliation, monthly participant rosters, quarterly reimbursement and expenditure tracking reports, and maintenance of a Government-accessible shared workspace. Service Contract Act prevailing wage rates apply based on physical performance location; wage determination 2015-4089, Revision 34 (effective June 25, 2026) applies to Rhode Island.
Performance quality metrics are 95% acceptable for onboarding, payment processing, and recordkeeping; 99% for coordination and expenditure tracking. Evaluation is based on personnel qualifications, technical and management approach, past performance, and price, using a best-value tradeoff approach. The Government retains all technical and scientific oversight; approximately 105 individual participant payments were processed annually in the prior 12-month period.
