About this opportunity
The Department of Veterans Affairs, Network Contracting Office 07, issued a Special Notice of Intent to Award on a sole-source, firm fixed-price basis to STRYKER Sales for the Steri-Shield 8 Surgical Helmet System, with an anticipated award date of July 24, 2026, and a response deadline of July 24, 2026 at 10:00 AM EST for capability statements.
The VA justifies sole-source award under 41 U.S.C. 3304(a)(1) based on technical incompatibility: the Stryker SS8 is the only helmet system fully compatible with the existing Stryker Flyte personal protection system currently in use at Ralph H. Johnson VA Medical Center in Charleston, South Carolina. The SS8 features auto-pause smart technology, three-magnet alignment, dual optimized airflow ports, high-CRI LED lighting, and integrated ponytail pathway. Market research identified Stryker as the sole authorized manufacturer and distributor; no other companies are currently authorized to resell the product. Alternative helmet systems would require complete infrastructure replacement at significant additional cost and operational disruption. The estimated contract value is $38,444.48.
Interested parties may submit capability statements demonstrating ability to provide the Steri-Shield 8 Surgical Helmets via email to Ashley Stewart (Ashley.Stewart4@va.gov) by the July 24 deadline. Prospective contractors must be registered in SAM.gov, provide a current authorized distributor letter from the manufacturer, and if Service-Disabled Veteran Owned or Veteran Owned Small Business, submit a self-certifying statement demonstrating compliance with the Non-Manufacturer Rule under 13 CFR 121.406(b)(1)(i) through (b)(1)(iii). The government will determine whether to issue a competitive solicitation based on responses received. NAICS 339112; PSC 6515. Solicitation number 36C24726Q0753.
