About this file
This is a Single Source Justification document for a federal procurement under the Department of Veterans Affairs' simplified acquisition procedures for purchases exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The Ralph H. Johnson VA Medical Center (VISN 07) in Charleston, South Carolina seeks to procure Stryker Steri-Shield 8 Surgical Helmet Systems for use as personal protective equipment during surgical procedures, specifically orthopedic operations. The estimated contract value is $38,444.48. The justification asserts that the Stryker SS8 system is the sole source solution because it is the only helmet system fully compatible with the existing Stryker Flyte personal protection system currently in use at the facility. The SS8 features auto-pause smart technology, a three-magnet alignment system, dual optimized airflow ports, high-CRI LED lighting, and an integrated ponytail pathway. The document notes that alternative helmet systems would require complete system infrastructure replacement, resulting in significant additional costs and operational disruption. Market research conducted through SAM.gov, GSA, SBA Dynamic Small Business Search, and Google identified only Stryker as the authorized Original Equipment Manufacturer and distributor, with no other companies currently authorized to resell the product. The Contracting Officer Ashley Stewart certified the justification as accurate and complete in accordance with FAR 12.102(a).

VHAPG Part 812.102 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for MPT up to SAT
Revision: 02 Effective Date: 12/30/2025 Page 1 of 2
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 12.102(a) For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID:
1. Contracting Activity: Department of Veterans Affairs, VISN 07, Ralph H Johnson VA
Medical Center, 109 Bee Street Charleston, SC 29401
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Surgical hoods (or helmets) required as personal protective equipment used during surgical procedures. Surgical hoods protect both the surgical team and the patient during orthopedic procedures by preventing contamination. They act as a barrier against bodily fluid splashes for the surgeon and the surgical team, while also keeping the surgeon's skin and other particles from falling into the open wound to reduce the patient's risk of deep wound infection.
The estimated value of the proposed action is $38,444.48.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Stryker Steri-Shield 8 Surgical Helmet System is requested as a sole source procurement because it is the only system that is fully compatible with the existing Stryker Flyte personal protection system currently in use at the Ralph H. Johnson VA Medical Center. The SS8 helmet integrates exclusively with Stryker Flyte surgical hoods and togas, providing the required sterile barrier and protection for surgical staff. Alternative helmet systems are not compatible with the Stryker Flyte consumables and would require replacement of the entire system infrastructure, resulting in significant additional cost and operational disruption. Additionally, The SS8 System features auto-pause smart technology and a three-magnet alignment system that ensures secure disposable attachment while maintaining operating room sterility. It includes dual optimized airflow ports that target both the front and back of the neck for increased temperature sensitivity. Additionally, the high-CRI LED light enhances color rendering, and the integrated ponytail pathway accommodates all hair types. Therefore, Stryker is the only authorized manufacturer and distributor capable of supplying the SS8 surgical helmet system that meets the VA’s clinical, safety, and compatibility requirements.
4. Description of market research conducted and results or statement why it was not conducted: Detailed market research was conducted through multiple queries of SAM.gov, GSA, SBA Dynamic Small Business Search (DSBS) and a Google internet search. The only

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR
12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
