About this opportunity

The Department of the Air Force Air Combat Command seeks rental of forty storage containers measuring 40 feet by 8 feet by 9.5 feet (or 9.6 feet), with proposals due July 30, 2026 and questions due July 21. This procurement is a 100 percent HUBZone small business set-aside, restricting competition to qualified HUBZone firms.

Place of performance is 7934+C96 Antigua Base Naval Roosevelt Route, Ceiba 00735, Puerto Rico, supporting the 346th Air Expeditionary Wing. Containers must be configured for towing, mounted on wheels/chassis, and equipped with either a pintle hook or ball and hitch attachment. The government will accept any combination of the two specified container sizes provided total quantity equals 40 units; offerors are not restricted to a single size. Contractors must complete all mobilization and delivery within 72 hours of contract award, with all containers anchored and ready for government use no later than August 9, 2026.

The contractor shall provide corrective maintenance for standard wear-and-tear failures within 48 hours of Contracting Officer notification, and 24/7 emergency repair services for critical failures compromising cargo security or weather protection, with 4-hour acknowledgment and 24-hour on-site response. The contractor is responsible for all delivery logistics, transport, heavy equipment, positioning, and site restoration. Contractor personnel must undergo background vetting through the National Crime Information Center, submit to Security Forces vehicle inspection, and comply with base access procedures.

The period of performance is 36 months (base year of 365 days plus two 365-day option years and one 180-day extension option) for a maximum of 42 months. Pricing is firm fixed price on FOB destination basis. The NAICS code is 493110, General Warehousing and Storage (size standard $34 million), with PSC S215, Housekeeping–Warehousing/Storage. Evaluation criteria are Price, Technical Capability (pass/fail), and Past Performance (rated Substantial, Satisfactory, Neutral, Limited, or No Confidence within the past three years). If the lowest-priced offer passing technical evaluation receives a Substantial performance rating, award shall be made to that offeror; otherwise, evaluation proceeds to the next lowest-priced offer until a Substantial rating is achieved or all offers are evaluated, at which point an integrated best value evaluation is conducted. All offerors must be registered in SAM.gov and maintain active registration through award.
