About this file
This is a Requests for Information (RFI) and Answers document for solicitation FA470426Q7005, a 100% HUBZone set-aside for the rental of 40 storage containers at José Aponte de la Torre Airport in Puerto Rico. The contract start date is 9 August 2026, with rental charges beginning on that date. The anticipated award date is 3 August 2026, providing contractors with a 72-hour mobilization period from contract award to deliver and place all 40 containers. The Government prefers coordinated group deliveries predetermined by location within the mobilization period rather than simultaneous delivery of all units. Containers will be placed across multiple locations throughout the airport on asphalt, grass, and other surface areas without anchoring or specialized site preparation required by the Government. Contractors must incorporate all delivery, mobilization, installation, and removal costs into their rental rate pricing; separate CLINs for delivery and pickup have been removed from the contract structure.
Container specifications require wind-and-watertight condition with valid CSC (Convention for Safe Containers) certification maintained throughout the performance period, though no maximum manufacturing age is specified. Containers may have minor cosmetic corrosion, repaired panels, patches, prior markings, and faded paint provided they remain structurally sound and watertight. Double cargo doors are preferred but not required, and containers do not need to be uniform in color, manufacturer, or exterior appearance. Chassis-related requirements including brakes, lighting, registration, tires, landing gear, and towing connections are not required per the revised SOW, as containers will remain stationary on site. The Government will not provide site plans, staging areas, or site visits; contractors must coordinate site layout as part of their mobilization plan. Contractors are responsible for all movement and coordination of containers, maintenance on an as-needed basis, liability insurance coverage, and site restoration upon contract completion. Emergency repairs apply only to failures affecting mission operations, and contractors must provide contact information to the Government.

Will the decision be made within a day of the closing? Is there any flexibility with the time requirement of this request? Such a short turn around will require expediated logistics and significantly increase the cost of the proposed services Set-aside designation: The combined synopsis/solicitation states this acquisition is a 100% HUBZone set-aside, and SAM.gov also lists it as a HUBZone Set-Aside (FAR 19.13). However, the clauses incorporated in the RFQ include FAR 52.219-6, Notice of Total Small Business Set-Aside, and do not appear to include FAR 52.219-3, Notice of HUBZone Set-Aside. To ensure we respond correctly, could you please confirm whether this requirement is set aside for HUBZone concerns or for total small business? If it is a HUBZone set-aside, will the RFQ be amended to incorporate FAR 52.219-3?
i. RFQ has been amended to incorporate FAR 52.219-3. This is contract opportunity is a 100% HUBzone set-aside.

To meet critical mission timelines, the Government is unable to extend the solicitation period at this time.
33. Solicitation number: The SAM.gov notice is posted under ID FA470426Q0005, while the combined synopsis identifies the solicitation number as FA470426Q7005 and instructs offerors to reference that number on the quote.
