This Statement of Work (SOW) dated 27 July 2026 specifies requirements for a rental contract to provide forty (40) high-cube storage containers measuring either 40' x 8' x 9.5' or 40' x 8' x 9.6' at Roosevelt Roads Naval Base in Ceiba, Puerto Rico (7934+C96 Antigua Base Naval Roosevelt Route, Ceiba 00735). Offerors may deliver any combination of the two container sizes provided the total quantity reaches 40 units. The contractor must supply all personnel, equipment, transportation, and materials necessary to deliver, position, and maintain the containers in safe, secure, and weatherproof condition throughout the performance period.
The contractor is responsible for corrective maintenance on standard wear-and-tear failures (e.g., door seals, locking mechanisms, door alignment) with response and repair initiation within 48 hours of Contracting Officer notification. Emergency repair services must be available 24/7 for critical failures compromising cargo security or exposing contents to severe weather, with acknowledgment within 4 hours and on-site response within 24 hours. Delivery and placement logistics, including transport and heavy equipment, are the contractor's responsibility, coordinated with the Contracting Officer and mission partners. Upon delivery, the Government will inspect each container against specific acceptance criteria including wind and watertight integrity (daylight test), door and hinge functionality, locking rod alignment, security shrouds/lockboxes, floorboard structural integrity, and bio-security cleanliness. The overall period of performance shall not exceed 36 months with an optional 6-month extension for a maximum of 42 months. The contractor must coordinate with Force Protection for site access, undergo Security Forces vehicle inspection, and is responsible for their own transportation to the work site.

General: This is a rental contract to provide forty (40) 40’ x 8’ x 9.5’ OR 40' x 8' x 9.6' (Length x Width x Height, in Feet) (High Cube/HC), wind and watertight storage containers at Roosevelt Roads. The government will accept any mix or combination of these two sizes to reach the required total of 40 containers. Offerors are not restricted to providing 40 of a single size. For example, a delivery of 30 containers measuring 40' x 8' x 9.5' and 10 containers measuring 40' x 8' x 9.6' is fully compliant, provided the total quantity delivered equals 40.
1.1 Introduction/Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and nonpersonal services necessary to supply and maintain mobile storage container spaces and perform applicable maintenance as defined in this Statement of Work. The contractor shall meet the standards set forth in this SOW.

The contractor shall maintain the rental storage containers in a fully safe, secure, and weatherproof condition.
1.3.2 Corrective Maintenance (Non-Emergency)
The contractor shall provide responsive repair services, including all parts, labor, and travel, to resolve standard wear-and-tear failures (e.g., degraded door seals, rusted locking mechanisms, door alignment issues).
• Response Window: The contractor shall respond and initiate repairs within forty-eight (48) hours of notification by the Contracting Officer.
1.3.3 Emergency Repair Services
The contractor shall remain available 24/7 to address critical failures that immediately compromise cargo security or expose contents to severe weather damage (e.g., doors that will not lock/shut, major roof punctures).
• Response Window: The contractor shall acknowledge emergency requests within four (4) hours and provide on-site repair response within twenty-four (24) hours of notification.
1.3.4 Delivery and Placement (Transportation)

1.3.5 Delivery Inspection and Acceptance Criteria
Upon delivery, the Government (via the COR or designated inspector) will inspect each container prior to acceptance. The Government reserves the right to immediately reject any container that fails to meet the following operational, safety, and security standards:
• Wind and Watertight (WWT) Integrity: Containers must be completely sealed. Units will be rejected if an interior "daylight test" reveals any light penetration, punctures, rust-through holes, or compromised weather stripping that could allow water ingress.
• Door and Hinge Functionality: Doors must open, close, and seal smoothly by a single person.
Containers with seized, misaligned, or heavily corroded hinges requiring excessive force or mechanical leverage (e.g., pry bars) will be rejected.
• Locking Rod Alignment: Vertical locking bars, cams, and keepers must be straight, free of severe rust, and properly aligned to ensure the doors can be securely latched and locked.
• Security Shrouds (Lockboxes): Each container must be equipped with an intact, undamaged, and properly welded steel lockbox shroud capable of housing a standard military padlock without obstruction.
• Floorboard Structural Safety: Interior flooring must be structurally sound and capable of supporting heavy loads and material handling equipment. Floorboards exhibiting rot, delamination, softness, or severe chemical contamination/odors will be rejected.
• Bio-Security and Cleanliness: Containers must be delivered empty, broom-swept, and completely free of pest infestations (e.g., rodents, insects, nests), bio-hazards, standing water, and foreign soil.
