About this opportunity
The U.S. Coast Guard is soliciting comprehensive dockside repair services for the USCGC STONE (WMSL-758), a 418-foot National Security Cutter, encompassing 18 distinct work items including dual point davit maintenance and modifications, oily water separator system inspection, incinerator testing, fuel tank repairs, deck covering renewal, helicopter hangar door maintenance, wastewater drain piping renewal, and fire prevention services. The contractor must provide all necessary labor, services, supplies, materials, equipment, and personnel to perform these complex maintenance and repair operations on the National Security Cutter. Three amendments have been issued to correct pricing schedules, specification files, and technical discrepancies, with the most recent amendment moving the response deadline to 10:00 AM Eastern Time on July 25, 2025, from the original 2:28 PM deadline. The solicitation requires contractors to submit proposals using the corrected pricing schedule and specification documents that address format errors and clarify technical requirements for various ship systems and spaces.
This opportunity is designated as a Total Small Business set-aside under NAICS code 336611 (Ship Building and Repairing), restricting competition to qualified small businesses in the shipbuilding and repair industry. The pricing schedule indicates a composite labor rate of $55 per hour with assumed overhead (G&A) factor of 15% and profit factor of 10%, though specific contract values are not disclosed in the available documentation. The work is scheduled to commence on April 1, 2025, and will be performed in North Charleston, South Carolina, with contractors required to maintain comprehensive general liability and automobile liability insurance coverage of $1 million each. The solicitation includes detailed attachments covering work hours, base access requirements, past performance questionnaires, and non-disclosure agreements, indicating the comprehensive nature of the repair work required on this critical Coast Guard asset. The contractor will need to coordinate with Federal Law Enforcement Training Centers (FLETC) for base access and pier lay-down arrangements during the performance period.
