About this opportunity

The U.S. General Services Administration (GSA) Public Buildings Service Region 5 is seeking a small business contractor to conduct security hardening improvements at the Carl B. Stokes U.S. Courthouse in Cleveland, Ohio. The project involves adding security glazing storefronts on interior ground-level windows along the east plaza, replacing exterior doors, and upgrading rotunda entry doors to provide enhanced protection against forced entry. Proposals will be evaluated using a best-value approach, with technical factors of past performance and experience weighted more heavily than price. The solicitation requires submittal by April 23, 2025, at 1:00 PM Eastern Time, with a comprehensive evaluation process that examines contractor qualifications and capabilities. Bidders must comply with various federal acquisition regulations and provide detailed documentation including representations, certifications, and specific insurance and bonding requirements.

The contract is designated as a total small business set-aside under NAICS code 236220 with a $45 million size standard. The estimated construction cost range is between $1,000,000 and $2,000,000, with a performance period of 173 calendar days upon receipt of the Notice to Proceed. The place of performance is specifically located at 810 W. Superior Ave in Cleveland, Ohio 44113-1829. Contractors will be required to work during non-operational hours, typically between 6:00 PM and 6:00 AM, to minimize disruption to courthouse operations. The project involves technical specifications for forced entry and ballistic-resistant (FE/BR) doors and glazing, including specific requirements for security framing systems and integration with existing access control systems. Prevailing wage rates, as defined in the attached Davis-Bacon wage determination for Cuyahoga County, will apply to all workers on the project.
