GSA Solicitation No. 47PF0025R0015 - Stokes Hardening Project Response

1. Section 01 14 00 indicates that work shall generally be during government occupied hours unless it is noisy or disruptive work disrupting the agency. Please confirm that installation work along the curtain wall may be performed during normal occupied hours. PM

Section 01 14 00 Section 1.3 has been revised. Please see attached for reference. All work should occur during unnocupied hours: 6:00PM - 6:00AM.

2. Documents indicate that work needs to be phased for facility access. Please indicate how doors need to be phased or if it is limited to the entrances in the rotunda. PM

Intent is regarding doors at rotunda.

3. Section 013100 indicates contractor to provide BIM Coordination as required. The scope of this project is renovation work within a limited space with limited trades, please remove requirement for BIM. PM

Not required; mark-ed up drawings for final as-builts still required.

4. Section 013100 includes references to COBie requirements. Please confirm the project specific COBie requirements for this project as well as what COBie submittals will be required. PM

Not required.

5. Section 01 82 00 includes a provision for demonstration and training with a videographer. No new systems are being installed as part of the project, please indicate the specific training requested to be provided if any PM

No video training. Just post construction end user training (ie - US marshalls, US Courts, GSA security)

6. Bid documents include Section 01 91 13 for commissioning. This section does not appear applicable to the project. Please confirm the project specific commissioning requirements as applicable. PM

8. Is there an official written scope of work that can or will be provided for this project?

The project is described in the Bid Documents. An official written scope will not be provided.

9. Are the current AECOM drawings provided only for intent or are they considered IFC drawings?

The drawings and specifications are the bid documents.

10. FE/BR door manufacturers do not provide temperature rise doors. Section 083453- 1.5B3 states that 15-minute FE/BR doors shall be MTR rating. Is this required?

Yes, required at rated doors.

11. The current drawings do not show ballistic trim (BT) on the product to meet 15-minute door standard. Will ballistic trim be required?

The intent is not to be ballistic rated, so no ballistic trim is required.

The standard is forced entry.

12. To meet 15-minute FE/BR standard, the substrate must meet that spec. Does the current curtain wall above doors P7 and P8 in the rotunda (shown on drawing AD101) meet FE/BR?

That portion of the existing door assembly is above the required height of forced entry resistence, so no requirement for the forced entry resistence is required. Bullet resistence is not the standard for any portion of the work.

13. Who is responsible for the design/drawing for this detail? Please refer to Q#12

14. Section 055000-1.4 states designated design engineer’s qualification to be submitted. Is the contractor required to have a designated design engineer for design plates, attachment to plates and design loads?

Depends on the door manufacturer selected and if they will provide those engineering shop drawings or require the contractor to do so.

15. The Hilti rod on jamb detail J-2 (on drawing A602) doesn’t show welding. The Hilti rod must be puddle welded in place at the opening with a 7018-welding rod. Can you confirm that welding will be required?

Different type of anchor can be substituted or weld the rod to the plate, coordinate with door manufacturer requirement for attachment.

16. What is the method of installing the subframe if no welding is required? Please refer to Q #15

17. The drawings show that the pre-existing transom windows above doors P7 and P8 in the rotunda are to remain. Section 083453-1.4 states doors and windows shall be submitted to FE/BR testing. Leaving the pre-existing transom windows will not meet FE/BR standard, is this required?

That portion of the existing door assembly is above the required height of forced entry resistence, so no requirement for the forced entry resistence is required. Bullet resistence is not the standard for any portion of the work.

18. The drawings show tube steel in subframe. Section 083453-2.1D also specifies tube steel sub-frames must be provided for all FE/BR doors installed in non-steel rough openings. Are you leaving the steel subframe exposed?

Intent is to NOT expose steel subframe. "TUBE" steel is shown and called out to be 1/2" x 6" plate. Exterior location steel to be galvanized. Shift plate to allow door jamb finish trim to be extended in front of steel plate, caulk joint adjacent to existing building.

Coordinate size of steel with selected door manufacturer.

19. If the lock down buttons shown in the current drawings are pushed, and one of the doors are open when the lock down button is pushed, what will happen to the door that is open? Will it engage the 3-pt lock? That would cause it not to shut?

Coordinate with selected door manufacturer to determine if a door position switch is integral to the functionality of the hardware to prevent such condition.

20. Are there any TSS drawings point to point that can be provided to show how these doors will work with customers' intent?

Please refer to Q#19.

21. Section 088853-1.4D states to construct a mock-up in sufficient time for architect to review and not delay the project. Is this required?

Mockup is required. Intent would be to see a full window installation in one of the office windows along the plaza façade for review prior to full installation of the balance of the windows.

22. Door P5 (on drawing AD101) is an inswing FE/BR door. Does this door have to meet FE/BR standard? Does any manufacturer have a tested inswing 15-minute FE/BR door?

The design intent is to provide a ASTM F3038 compliant door.

Norshield stated this was available. Norshield is just the basis of design. GC to provide any manufacturer substitute compliatnt to the ASTM standard.

23. Drawing T000 states “DRAWINGS REPRESENT SECURITY DESIGN INTENT.

CONTRACTOR SHALL FURNISH, INSTALL, AND SIZE ALL DEVICES, EQUIPMENT,

AND

OTHER APPURTENANCES NECESSARY TO EXECUTE THE CONTRACT

DOCUMENTS TO

COMPLETION.”

There is an existing access control system. New doors and lockdown buttons are being tied into the existing system. Contractor is responsible for the reprogramming.

24. Section 281300-1.1B also states that the contractor shall coordinate integration of the lockdown buttons into the access control system. There is no current access control system.

25. The intent is not clear without a SOW for the project. As discussed on the walk-through, an access control system was not required, only two lock down buttons. Will the contractor be required to install a new access control system with a newrack, modules, 946’s, 947’s, AES panel/rack, power supplies?
