INTRODUCTION/ROLES

A. MEETING SIGN-IN SHEET

B. PURPOSE OF MEETING

○ The purpose of this meeting is to allow prospective bidders an opportunity to familiarize themselves with the project and the project site.

C. INTRODUCTIONS

○ The GSA Project Team consists of the Contracting Officer (CO), Project Manager (PM), Contracting Officer's Representative (COR), and the Property Manager (PM).

● The Project Manager is responsible for the successful execution and completion of the project. The project quality, budget and schedule are the primary objectives.

● The CO administers the contract and performs official contract action such as issue award letter, issue change orders, etc.

o The CO is the sole authority for authorizing changes in, or departures from, the requirements of the construction contract. Any such changes, to be binding on the

Government, must be in writing.

● The COR acts as the CO’s technical representative, processes payment requests and issues requests for proposals on potential change orders.

The COR for this effort is Maria Renee Banig.

● The Property Manager assists in coordination of work and manages building access.

SOLICITATION PERIOD

A. Proposals are due 1:00 PM (EST) on April 8, 2025, to Rhonda Booker.

B. Questions shall be submitted in writing to the Contracting Officer 5 calendar days before bids are due.

C. Answers to submitted questions will be issued via amendment or clarification to all bidders by the Contracting Officer within 3 calendar days before bids are due.

D. Bidders shall not contact the courts and/or agency. All questions must be submitted to GSA.

PROJECT OVERVIEW

▪ PROJECT BACKGROUND

The Stokes Courthouse Hardening project is part of the Judiciary RWA-funded program authorized in 2022 with the purpose of providing security enhancements that would limit or restrict unauthorized entry by individuals and groups attempting to breach court facilities.

▪ MAJOR SCOPE OF WORK ITEMS – To be provided by the AE team (AECOM)

▪ OVERALL PROJECT SCHEDULE – INTENDED

▪ Notice to Proceed will be issued at Award. Details to be discuss during the meeting.

▪ Work will be performed at night following government unoccupied hours: 6:00PM TO 6:00AM.

Monday to Friday. If applicable Contractor shall submit a proposed work schedule to GSA for approval.

■ Opportunity for key submittals and security clearances for subcontractors.

■ Substantial completion is required 173 calendar days after the onsite NTP.

■ Work times will be coordinated with the Property Manager and will not adversely affect the operation of the Building, nor disrupt the Court’s Mission. Any loud or disruptive work will be carried out after normal business hours.

■ Entry to the space will not be obstructed.

■ All work will be GSA P100 Compliant, including ABA Standards, OSHA, NFPA, ANSI, SPRI, etc.
