About this opportunity

The Naval Supply Systems Command (NAVSUP) is seeking Stevedoring Support Services to support vessel loading and discharge operations at Joint Base Pearl Harbor Hickam (JBPHH). The primary services required include Roll-on/Roll-off (RORO) and Lift-on/Lift-off (LOLO) cargo movement, lashing operations, equipment rental, yard management, and emergency response planning for approximately 2,993 tons of military containerized equipment and vehicles. Contractors must comply with all applicable regulations including OSHA standards, hazardous materials requirements, and maintain required credentials such as Transportation Workers Identification Cards (TWIC) and Defense Biometric Identification System (DBIDS) access. Award will be made to the lowest-priced, technically acceptable quotation that takes no exceptions to the Performance Work Statement, provided the contractor is determined responsible and registered in the System for Award Management (SAM). Questions must be submitted by 1:00 PM HST on March 4, 2026, and quotes are due by 3:00 PM HST on March 5, 2026, with all submissions made via email to the Contracting Officer Representative, Mark Lowe.

This is an unrestricted, competitive action with no set-aside designation, and no incumbent contractor is identified in the solicitation. The estimated performance period is March 18-21, 2026, with 72 hours' notice of actual vessel arrival required. The contract utilizes a Firm-Fixed Price structure with FOB Destination delivery and payment through the Wide Area Workflow (WAWF) system. The solicitation includes a detailed cargo manifest of approximately 1,100 line items and specifies equipment requirements including forklifts, personnel gang composition (estimated 15-person crews including foremen, winchmen, longshoremen, wharf clerks, and supervisors), and various shift configurations from standard day and night shifts to extended non-standard hours. The work will be performed at 1025 Quincy Street, Building 9478, Kilo Pier, Joint Base Pearl Harbor Hickam, Hawaii 96860, and all required documentation must be submitted via the provided Quote Submittal Worksheet without exceptions to the attached Performance Work Statement.

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice.  This announcement constitutes the only solicitation; a written solicitation will not be issued.  PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both SAM.gov and NECO (https://www.neco.navy.mil/). 

The RFQ number is N0060426Q4019. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-06 and DFARS Publication Notice 20251011. This is a competitive, unrestricted action. The Small Business Office concurs with the set-aside decision.

Evaluation of Quotes:

Quotes will be evaluated by adding the total cost of all ELIN’s with Attachment 4 Quote Submittal Worksheet.

Procedures in FAR 13.106 are applicable to this procurement. The contract award will be made to the lowest  priced quote, which is technically acceptable, taking no exceptions to the PWS (quote submission) or any of the terms of the solicitation, and for which quoter has been determined responsible. The government may either make a responsibility determination without requesting any information from a quoter or require a quoter to provide information to substantiate that it satisfies the general responsibility standards of FAR 9.104-1.

System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
