About this opportunity
The United States Transportation Command is soliciting proposals for comprehensive Stevedoring and Related Terminal Services at the Port of Jacksonville (JAXPORT) in Florida, covering the full spectrum of cargo handling operations for Defense Transportation System sponsored and non-sponsored cargo. The contract encompasses vessel loading/unloading, cargo processing, transportation coordination across multiple surface modes, and 24/7/365 operational support for military vehicles, containers, breakbulk cargo, and aircraft weighing up to 150,000 pounds. Contractors must provide all necessary equipment, qualified personnel including stevedores and crane operators, security screening compliance, and comprehensive safety programs while maintaining strict adherence to military base access protocols. The procurement will utilize a Lowest Price Technically Acceptable (LPTA) evaluation methodology, assessing proposals based on compliance requirements, technical merit through a detailed worksheet and continuation of essential services plan, and price reasonableness. The current proposal submission deadline is September 26, 2025, following multiple amendments that extended the original dates and modified various technical requirements.
This solicitation does not include any set-aside designations and is open to all qualifying contractors, with SSA Atlantic, LLC identified as the incumbent contractor who previously received a five-year award in July 2020. The contract has an estimated total value of approximately $2.2 million with an additional ceiling of $550,000, though earlier documentation referenced a maximum contract value of $47 million, indicating potential variation in scope or valuation methodology. The performance period spans from February 1, 2026, to January 31, 2031, with an optional six-month extension available to the government. Operations will be conducted primarily at JAXPORT facilities including Blount Island, Dames Point Marine Terminal, Talleyrand, and the JAXPORT Cruise Terminal, with services extending to various military installations in the Jacksonville area. The contract requires handling diverse cargo categories with specific pricing structures for different weight classes and transportation methods, supported by government-furnished equipment including loading ramps, tow bars, rail spanners, containers, and flat racks.
