About this file

This document is a Solicitation Questions and Answers (Q&A) Log for a Sealift and Reverse Sustainment Transportation Services (S&RTS) contract at JAXPORT, solicitation number HTC71125RE131. The contract involves providing logistics and port services for military cargo handling, with a contract start date in February 2026. Key revisions include removing the Commercial Driver's License requirement for personnel, clarifying Government Furnished Equipment (GFE) storage location, and adjusting rate escalation terms. The primary ports will be Dames Point (primary) and Blount Island (alternate), with the incumbent being SSA Atlantic, LLC., who was previously awarded a 5-year contract in July 2020.

The Q&A log addresses multiple vendor questions regarding port access licensing, wage scales, military base access procedures, Operations Security (OPSEC) training, equipment handling, and personnel requirements. The government responses indicate flexibility in some requirements, such as OSHA certification for crane operators and railcar inspections, while maintaining strict compliance with military installation access and security protocols. The submission deadline was extended to 26 August 2025, and vendors are encouraged to monitor SAM.gov for additional contracting opportunities related to this solicitation.
