About this opportunity
The Bureau of Reclamation intends to solicit a Firm-Fixed-Price construction services contract for shoreline stabilization at Steamboat Rock State Park near Grand Coulee, Washington, with solicitation release expected by June 4, 2026. This procurement is set aside as a Total Indian Small Business Enterprise (ISBEE).
Work includes installing void-filled riprap with soil backfill, applying topsoil, and revegetating native grasses and shrubs below elevation 1572.00 feet to protect existing bank slopes from erosion. All work must be completed without constructing or using temporary roads within the Banks Lake drawdown zone and without performing work from within that zone. Contractors must submit a Pre-Work Access Plan identifying all access points and temporary storage areas for Reclamation approval prior to construction.
The performance period runs August 14, 2026, through August 14, 2027, with onsite construction restricted to October 1, 2026, through May 1, 2027, due to environmental and reservoir-management restrictions. The estimated contract value falls between $1 million and $5 million. Work is classified under NAICS 237990 (Other Heavy and Civil Engineering Construction) and PSC Y1PZ (Construction of Other Non-Building Facilities).
Prospective contractors must register in SAM.gov before bidding. Points of contact are USBR Contract Specialist Brock Palen (brock_palen@ios.doi.gov) and Contracting Officer Michael Naseath (michael_naseath@ios.doi.gov).
