About this opportunity

The Naval Surface Warfare Center Philadelphia Division (NSWCPD), under the Department of the Navy Naval Sea Systems Command, is seeking to procure OEM hardware components and support services for High Pressure (HP) and Low Pressure (LP) Propulsion Turbine Rotors and associated overhaul kits as part of the Steam Critical Spares Program. This first-time procurement requires shock and vibration-qualified turbine components and related ship service turbine generator overhaul kits. The procurement will be evaluated based on the contractor's capability to fulfill Navy requirements and provide the specialized technical support services. The pre-solicitation notice was posted on April 10, 2026, with a response deadline of April 25, 2026, and the government intends to make an award prior to the first quarter of fiscal year 2027.

This procurement does not utilize a set-aside designation and is intended as a sole source award to Curtiss-Wright Steam and Air Solutions of Summerville, South Carolina, the OEM selected during the shipbuilding phase of the LHD-1 and LCC-19 Class of vessels. While no specific contract value or quantity details are provided in the pre-solicitation notice, the scope encompasses turbine rotor components and multiple overhaul kits for the Steam Critical Spares Program. Interested parties may submit information demonstrating capability by emailing anthony.v.ricciardi2.civ@us.navy.mil and heather.l.rhoads2.civ@us.navy.mil prior to April 25, 2026. The government reserves the discretion to conduct a competitive procurement based on any responses received, though the notice explicitly states this is not a request for competitive proposals.
