About this opportunity
The Department of the Interior National Park Service Northeast Region seeks maintenance and repair services for K2 Pyle generators at Steamtown National Historic Site in Scranton, Pennsylvania, with proposals due September 14, 2026 at 2:00 PM EDT (Amendment 0001, effective September 9, 2026, extended the original September 10 deadline). The procurement is a total small business set-aside under NAICS 488210 (Support Activities for Rail Transportation) and PSC J022 (Maint/Repair/Rebuild Of Equipment—Railway Equipment).
Place of performance is Steamtown National Historic Site in Scranton, Pennsylvania. The contractor shall provide preventive maintenance, repairs, and emergency support for two Pyle generators (one 185 kW and one 150 kW) serving as backup power systems. Maintenance includes monthly inspections, quarterly load bank testing, annual overhauls, oil and filter changes, fuel system cleaning, battery maintenance, and generator exercise runs. The contractor must maintain 99 percent equipment availability, respond to emergency calls within 24 hours, maintain spare parts inventory, and provide quarterly service reports. All work must comply with manufacturer specifications and industry standards. Contractors must hold appropriate technician certifications and maintain liability insurance and workers' compensation coverage. Period of performance extends through February 28, 2027.
Questions were due September 3 at 12:00 PM EDT; responses appear in an attached Questions and Answers amendment. Evaluation is conducted comparatively on qualifications, past performance, and price. Technical proposals (Volume 1) must not exceed 10 pages and include a detailed work plan and descriptions of up to five similar projects completed within the past five years. Past performance submissions require three recent relevant projects from the last three years with contract numbers, dollar values, and customer contacts. Price (Volume 2) determines reasonableness against the independent Government estimate, with award to the lowest evaluated price meeting non-cost factor acceptability. All proposals must be valid for a minimum of 60 days. Prevailing wage rates under the Service Contract Act apply (Pennsylvania Wage Determination 2015-4239). Offerors must register in SAM and acknowledge receipt of Amendment 0001 by the due date.
