140P4526Q0042: STEA – K2 Pyle Maintenance – Questions and Answers Colorado Wage Determination:
The solicitation currently includes Pennsylvania wage tables. All physical machine work, electrical rebuilding, and testing will be performed at our primary facility in Wheat Ridge, Colorado (Jefferson County). Could you please confirm or provide the Service Contract Act (SCA) wage determination for Jefferson County, CO (WD 2015-5419) so our labor records match our location?
Answer See attached Wage Determination 2015-5419 Rev. 34 Crating & Inbound/Outbound Freight:
Given the weight and fragility of century-old cast-iron housings, we want to confirm the crating protocol:
Inbound Crating: Steamtown will properly lag, block, and crate the three (3) generators for safe commercial freight transit prior to departure from Scranton.
Outbound Return: Upon arrival at our shop, if Steamtown’s crate is sound and reusable, we will return the completed units in that same crate. If the original crate is structurally compromised upon arrival, we will notify the COR and build a new heavy-duty shipping crate.
Freight Terms: Our quote is submitted FOB Origin (Vendor Dock, Wheat Ridge, CO). The Government will arrange the carrier and maintain transit insurance to and from Colorado via Government Bill of Lading (GBL).
Answer: In accordance with Section 3.3 of the SOW, the Contractor is responsible for coordinating shipment of the Pyle National K2 generators and for all associated shipping costs. Shipping and related costs are to be included in the Contractor's bid. Steamtown will make the three Government-furnished generators available for pickup and will provide reasonable assistance at the site where practical. However, the Contractor is responsible for arranging and coordinating transportation both from Steamtown to the Contractor's facility and for return shipment to Steamtown. If the Contractor does not have the capability to perform the required crating, blocking, or transportation directly, the Contractor may utilize an appropriately qualified subcontractor or commercial crating/freight service to accomplish those portions of the work. Use of a subcontractor does not transfer the Contractor's responsibility for meeting the requirements of the contract. The Government will not arrange the carrier through a Government Bill of Lading (GBL) or assume responsibility for transit insurance. As stated in Section 3.3, the Contractor is responsible for damage to or loss of Government property during transportation. Any crating, blocking, securing, or other preparation necessary for safe commercial transportation should therefore be accounted for by the Contractor as part of its proposed shipping approach and associated costs.
Internal Electrical Varnish (EL-601):
SOW 3.2.2 specifies external epoxy primer and black top-coat. For the interior, standard heritage railroad electrical rebuild practice is to coat the internal generator cavity and pole pieces with industrial red insulating varnish (Dolph’s EL-601) to protect against steam moisture and carbon dust. We would like to confirm this internal coating is approved alongside the exterior paint specs.
Answer: The proposed use of Dolph’s EL-601 insulating varnish on the internal generator cavity and pole pieces is acceptable provided the coating is compatible with the original equipment, is appropriate for the intended electrical/steam environment, and does not alter the original design or operating characteristics of the Pyle National K2 generator. This approval applies only to the internal electrical insulating/protective coating. Exterior surfaces shall still be finished in accordance with Section 3.2.2 of the SOW: gray automotive epoxy primer followed by gloss black automotive epoxy finish top-coat, except on machined surfaces.
