The complete turnkey system must include a nitrogen generator plant capable of producing 99.5% purity nitrogen at a minimum output of 14 Standard Cubic Feet per Minute (SCFM) with boosted outlet pressure up to 500 psig or higher, a storage tank with minimum capacity of 1,000 cubic feet, a high-pressure regulator panel with two outlets, and a purity analyzer. The contractor must also provide all necessary parts, labor, delivery, assembly, configuration, commissioning, training, and a two-year warranty. Offerors must submit a completed Contractor Responsibility Verification form with supporting documentation and a Technical Capability Statement. The deadline for questions is March 17, 2026 at 4:30 PM PST, and the revised proposal submission deadline is March 23, 2026 at 3:00 PM PST, with prices firm for 60 calendar days from receipt.
This is a total small business set-aside acquisition issued as a Firm Fixed Price contract under FAR Part 12 for commercial items. The current nitrogen generation system at the facility is a BAUER-SVGII generator that has reached end-of-life status and must be decommissioned and removed by the contractor as part of the scope of work. The contract timeline requires completion within 12 weeks after award, with the system to be delivered and installed at 269 Ellis Road, Building 812, Travis Air Force Base, California 94535, under F.O.B. Destination terms. The system must weigh less than 6,000 pounds, be rated for outdoor installation, and utilize new equipment only with no refurbished components acceptable. All contractor personnel requiring base access must complete identity vetting procedures and comply with Travis Air Force Base security requirements, including submission of an Entry Authority List no later than 45 days prior to contract start date.
