About this file
This is a Questions and Responses document for federal contract solicitation FA442726Q1027 regarding the procurement of a 60 MXS – MXMTA Nitrogen Generator system at Travis Air Force Base. The document does not address pricing, response dates, or award dates; rather, it clarifies scope of work and technical requirements based on contractor inquiries.
Key contractual responsibilities are delineated as follows: the contractor is responsible for disconnecting the existing stationary nitrogen generator from electrical power, removing all hazardous materials, and decommissioning both the existing BAUER SVGII generator unit and nitrogen cylinder storage bank. The contractor must provide an entirely new storage assembly (not integrate with the existing rack) capable of storing a minimum of 1,000 cubic feet of nitrogen at 500 psig equivalency, with the flexibility to use higher-pressure storage systems provided volume equivalency is maintained. The new system must deliver 99.5% purity nitrogen at minimum 14 SCFM flow rate with outlet pressure capability of 500 psig or higher, and must include a constant readout purity analyzer for moisture content monitoring. The Government will provide forklift assistance for decommissioning, offload new equipment upon delivery, complete electrical connections (480VAC / 3-phase / 60Hz, 150-amp service with 1/0 conductor sizing), and bear responsibility for all site preparation. The existing concrete pad measures approximately 10' x 15'; no MIL-STD packaging requirements apply, and no electrical drawings are currently available.

60 MXS - MXMTA Nitrogen Generator
SOLICITATION FA442726Q1027
QUESTIONS AND RESPONSES
General Questions:
1. Existing Equipment Disconnect & Hazardous Material Handling
• Will the existing stationary nitrogen generator currently on site be fully disconnected from electrical power and have all hazardous materials (e.g., residual nitrogen, lubricants, filters, oils) removed prior to contractor arrival for removal?
Response: No, the contractor will be responsible for this.
2. Government-Provided Forklift
• Will the Government provide a forklift or equivalent material-handling equipment to assist with the removal and loading of the decommissioned equipment?
Response: Yes.
3. Offloading of New Equipment
• Upon delivery of the new stationary nitrogen generator system, will the Government be responsible for offloading the equipment from the delivery truck at Travis AFB?
Response: Yes.
4. Electrical Connection of New Equipment
• Will the Government be responsible for providing and completing the electrical connection (480VAC / 3-phase / 60Hz) of the newly installed nitrogen generation unit?
Response: Yes.
5. Reuse vs. Replacement
• Is it the Government’s intent to retain and reuse the existing cylinder storage rack as part of the new nitrogen generation system, or is the contractor required to provide an entirely new storage assembly?
Response: Contractor is required to provide an entirely new storage assembly
6. Integration Requirement
If the existing rack is to remain in place:
• Should the new nitrogen generation system be designed to integrate with the existing rack to achieve the required 1,000 cubic feet of stored nitrogen, or is the contractor expected to provide all new storage capacity sufficient to meet the specification independently?
Response: Contractor is required to provide entirely new storage assembly. No need to integrate.
7. Nitrogen Purity, Flow, and Pressure Requirements
The Statement of Work specifies:
99.5% nitrogen purity Minimum 14 SCFM flow rate Ability to boost outlet pressure to 500 psig or higher
• Does the requirement for “500 psig or higher” refer strictly to the minimum delivery pressure, or is the Government seeking a system capable of producing or storing nitrogen at significantly higher pressures (e.g., 5,000 psig storage or boosting capability)?
Response: Strictly refers to the minimum delivery pressure.
8. Storage Pressure Basis
• Is the 1,000 cubic feet minimum storage requirement specifically based on 500 psig storage pressure, or is a storage system rated at higher pressures (e.g., 5,000 psig) acceptable—or preferred—so long as the total volume equivalency meets or exceeds 1,000 cubic feet at 500 psig?
Response: A storage system rated a higher pressures is acceptable as long as the total volume equivalency meets or exceeds 1,000 cubic feet at 500 psig.
9. Decommissioning Scope – Existing Equipment
The SOW states the requirement to:
Decommission and remove the existing BAUER SVGII nitrogen generation plant
• Please confirm that the decommissioning scope applies only to the BAUER SVGII generator unit and does not include the existing nitrogen cylinder storage bank, unless specifically directed otherwise by the Government.
Response: Decommissioning scope DOES apply to the existing nitrogen cylinder as well.
10. Purity Analyzer
• Does the purity level need to have a constant readout of moisture content, or would an independent laboratory test result suffice?
Response: A constant readout is preferred.
11. Existing Electrical Service
The Statement of Work specifies that the new system shall be 480VAC / 3-phase / 60Hz; however, the solicitation does not provide the amperage capacity of the existing electrical service currently feeding the Bauer SVGII unit at Building 812.
• Could the Government please provide the amperage rating of the existing circuit, breaker size, and conductor sizing serving the current system? Additionally, are electrical drawings for the existing installation available for offer or review?
Response: Amperage rating: 150 amps
Breaker size: N/A
Conductor size: 1/0
No electrical drawings for the installation at the moment.
12. Existing Concrete Pad
The solicitation does not provide the dimensions or condition of the existing concrete pad on which the current system is installed.
• In order to accurately price the decommissioning and installation scope, could the Government please provide the dimensions of the existing pad and confirm whether any site preparation required to accommodate the new system will be the responsibility of the contractor or the Government?
Response: The existing pad is approximately 10’ x 15’
Any site preparation will be the responsibility of the contractor.
13. • Are there any MIL-STD Packaging or label callouts?
Response: No.
