About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston seeks one complete set of U.S. State and Territory flags (50 state flags and 6 territorial flags) with 56 guidon staves for the 3rd U.S. Infantry Regiment "The Old Guard" at Joint Base Myer-Henderson Hall, with proposals due June 26, 2026 at 9:00 a.m. Eastern Time. This is a 100% small business set-aside; the source initially referenced a WOSB restriction, but Amendment 0001 (effective June 5) clarified that any eligible small business may compete. Questions are due June 16, 2026 at 9:00 a.m. Eastern Time.

Place of performance is Fort Myer, Arlington, Virginia. Delivery must occur on or before September 1, 2026 to the Central Issuing Facility, with 24-hour advance notice required and delivery between 0700–1500 hours on non-holiday business days.

All flags must be 4x6 feet with pole hem, double-sided with inner liner, and constructed of polyester knit material. The Texas state flag shall be double-sided with inner liner printed rather than fully sewn. The Virginia state flag and District of Columbia flag must have yellow fringe on all three sides. Guidon staves are 9 feet 6 inches, two-piece construction with pole chrome joint and spear kit including finial and spear. Guidon stands are not required. A mandatory Barry Amendment certification that flags are manufactured in America must accompany all quotations; quotes lacking this certification are technically unacceptable and ineligible for award.

This is a firm fixed-price purchase order. Award will be made using lowest price technically acceptable source selection. The government reserves the right to award without discussions. Quotations must be submitted electronically via email to LTC Paul Kilgore (paul.m.kilgore.mil@army.mil) or MAJ Tavon Cooper (tavon.m.cooper.mil@army.mil), with completed SF 1449 form and pricing. NAICS code 314999 (All Other Miscellaneous Textile Product Mills); PSC 8345 (Flags and Pennants). The contractor is responsible for all transportation costs (FOB Destination) and must correct any unsatisfactory products at no cost to the government.
