About this file

This is a Questions and Answers document for a federal solicitation for flags, issued on 16 June 2026 with supplemental clarifications from 5 June 2026.

Product Specifications and Requirements: All flags must be double-sided with an inner liner, including the Texas flag, which should be produced as a printed double-sided design rather than traditionally fully sewn. The Virginia state flag and District of Columbia flag must have yellow fringe on all three sides rather than their traditional specifications. All flags shall be manufactured from polyester knit material. The sample requirement previously stated in SOW paragraph 3 has been removed. Stands for guidons are not required.

Set-Aside and Eligibility: The solicitation is a 100% small business set-aside, not exclusively limited to Women-Owned Small Businesses (WOSB). Any small business that is otherwise eligible will be considered for award. Prospective bidders must be registered in SAM.gov prior to receiving an award. Submission Instructions: Quotations are to be submitted via direct email to MAJ Cooper (reference page 32 of the solicitation), with detailed submission instructions available on pages 32-34 of the solicitation. A corrected version of the solicitation with a "draft" stamp removed has been uploaded. The Statement of Work is contained on pages 4-5 of the main solicitation document.

QUESTIONS AND ANSWERS

16 June 2026

1. The solicitation states that the flags all be double sided with an inner liner. That works for most flags; however, the Texas flag is traditionally fully sewn and is produced as a single reverse. The design doesn’t need to be double sided. Would you rather have a fully sewn normal Texas flag or a printed double sided Texas flag? Double sided with an inner liner.

2. The Virginia state flag is prescribed to have white fringe on the fly-end only. Do you want this flag made properly, or do you want gold/yellow fringe on all 3 sides? Yellow fringe on all 3 sides.

3. The District of Columbia is supposed to have red fringe. So same question as #2 for this flag. Yellow fringe on all 3 sides.

4. Should the flags be made from woven nylon or polyester knit? Polyester knit

5. SOW paragraph 3 states the vendor shall provide a sample, what is the sample of? The sample requirement has been removed.

5 June 2026

1. The Solicitation has a “draft” stamp. Correct version has been uploaded.

2. Please issue a Statement of Work. Please refer to page 4-5 of the solicitation for the statement of work, and 32-34 for submission instructions.

3. Are stands for the guidons required? No.

4. What is the best way to go about submitting our bid? Please refer to page 32-34 of the solicitation for submission instructions.

5. We noted that the solicitation is listed as a 100% Women-Owned Small Business (WOSB) set-aside. We would like to kindly confirm whether quotes from businesses that are not WOSB-certified would be considered for this solicitation, or if award eligibility is strictly limited to certified WOSB firms only. Block 10 of the solicitation indicates the requirements is 100% set aside for small business, not just women owned small business.

Any small business who is otherwise eligible will be considered for the award.

6. Does your office accept direct email submissions for formal quotes from small businesses, or if we must submit strictly through the SAM.gov portal? The quotes are emailed directly to MAJ Cooper and I (ref page 32 of the solicitation). Your company MUST be registered in SAM.gov prior to receiving an award.
