About this file
This is a Questions and Answers document dated 5 June 2026 addressing clarifications on a federal solicitation. The document does not address specific products or services, pricing terms, response dates, or award information, as it serves only to answer inquiries from potential bidders regarding solicitation administration.
Key clarifications provided include: a corrected version of the solicitation has been uploaded to replace the draft version; the Statement of Work is located on pages 4-5 of the solicitation with submission instructions on pages 32-34; guidon stands are not required; and the solicitation is a 100% small business set-aside (not exclusively Women-Owned Small Business). The response to Question 5 clarifies that while the solicitation may have been initially listed as a WOSB set-aside, Block 10 of the solicitation actually specifies a 100% small business set-aside, meaning any eligible small business firm may submit a bid and be considered for award, regardless of WOSB certification status.

4. What is the best way to go about submitting our bid? Please refer to page 32-34 of the solicitation for submission instructions.
5. We noted that the solicitation is listed as a 100% Women-Owned Small Business (WOSB) set-aside. We would like to kindly confirm whether quotes from businesses that are not WOSB-certified would be considered for this solicitation, or if award eligibility is strictly limited to certified WOSB firms only. Block 10 of the solicitation indicates the requirements is 100% set aside for small business, not just women owned small business.
Any small business who is otherwise eligible will be considered for the award.
