About this opportunity

PAE Mission Systems is soliciting proposals from eligible SeaPort-NxG small-business contract holders for end-to-end sustainment and infrastructure support of the Standard Labor Data Collection and Distribution Application (SLDCADA), with proposals due December 1, 2026, and the question period closing October 20, 2026. This is a total small business set-aside awarded through a Fair Opportunity Proposal Request under the SeaPort IDIQ contract vehicle.

Place of performance is Washington, DC. SLDCADA is an unclassified, web-based time-and-attendance and labor-reporting application serving more than 60,000 Navy, Marine Corps, and Executive Office of the President users, directly supporting payroll and labor-distribution operations via Common Access Card/Public Key Infrastructure-based single sign-on login.

The contract is structured as Firm-Fixed Price with a one-year base award and four one-year option periods. Sustainment CLINs are firm-fixed price; Naval Identify Services Implementation CLINs have a not-to-exceed of $1.5 million per option year; Other Direct Costs including travel have a not-to-exceed of $60,000 per option year. The sample team composition includes 24 full-time equivalents across program management, software engineering, database administration, systems analysis, and configuration management roles. All contractor personnel in privileged IT roles require a Tier 5 background investigation and DoD cybersecurity certifications.

The contractor must maintain system availability of 99.5–99.75%, mean time between critical failures of 660–1,200 hours, and average application response time of 6–14 seconds. Help desk support operates 0700–1800 ET Monday–Friday with two-hour response times during core hours. Key deliverables include monthly status reports, comprehensive management plans due within 20–60 days of award, and semi-annual software releases.

Evaluation criteria, in descending order of importance, are Technical Management and Customer Support (Factor 1), IT and Cyber Security Management (Factor 2), Staffing Plan (Factor 3), and Price (Factor 4). Non-price factors combined are significantly more important than cost; price becomes the determining factor when offerors are essentially equal in technical capability or when price is excessive relative to technical superiority. The estimated award effective date is March 1, 2027. Questions must be submitted via email to Procurement Contracting Officer Heather Glovinsky (heather.e.glovinsky.civ@us.navy.mil) and Contract Specialist Patrick Kimener (patrick.j.kimener.civ@us.navy.mil).
