Update #2 ·
The solicitation for this project will be posted on or about May 28, 2010. This solicitation is for an assortment of STAND EXAM data gathering services for inventory areas within the Umatilla National Forest. Other National Forests and Government agencies may use this contract, but there is no obligation to do so. Work may occur, but is not limited to, adjacent to federal lands administered by the Forest Service, National Park Service, Bureau of Land Management, Bureau of Indian Affairs and National Fish and Wildlife Service. All Federal Agencies will require Interagency Agreements before using this contract. The desired outcome of this contract is to create a pool of qualified contractors to collect data from plots established in vegetative (i.e. Forested) stands on the Umatilla National Forest using the United States Forest Service Common Stand Exam protocols additional information can be found at the following web site. (http://frdev.ftcol.wo.fs.fed.us/emc/nris/products/fsveg/index.shtml) Stands shall be examined using one of three types of collection methods. They are Quick, Extensive, or Intensive examination level that will collect the data needed as defined within Task Orders. The breath of information collected shall be determined by the type of form used to acquire the data and the examination level which the data is collected. The four forms of data are Tree, Vegetation Composition, Ground Surface, and Down Woody. There may be additional data requested to be collected which may include but is not limited to Browns transects, Photo Series, Ground Surface Cover, and Vegetation Composition. In some instances, sample plots will be predetermined by the government and are pre-located by latitude and longitude where applicable. If plots have not been identified it shall be up to the contractor to establish such plots to meet governments requirements. Additionally, the types of plots shall include fixed radius, variable radius, and line transect, or some combination thereof, as defined by the Sample Design. The Contractor shall use a plot configuration that will meet this requirement unless specified otherwise. This solicitation will result in an arrangement that includes multiple-award, “INDEFINITE Quantities” (IDIQ) (also known as a task order contract), performance based service contract spanning approximately four (4) years.
