About this opportunity
The Department of Agriculture Agricultural Research Service Field Research Implementation and Information Delivery Midwest Area is seeking quotes for stable isotopic analysis services to analyze approximately 2,498 dried soybean tissue samples to determine the natural abundance of carbon and nitrogen stable isotopes. Quotes are due by February 14, 2024 and must be submitted electronically to debora.wells@usda.gov. Award will be made to the technically acceptable offeror with the lowest price based on an evaluation of technical specifications and price. The contractor must deliver the data in two batches, with 970 samples due within 120 days of receipt and 1,528 samples due within 120 days of receipt.
This requirement is set aside exclusively for small businesses with average annual revenue under $19 million (NAICS code 541380, PSC code B599). The place of performance will be Columbia, Missouri. The contract type is firm-fixed price, and the contractor must have the capability to determine isotopic abundance in parallel with international reference materials. The government will provide the packaged soybean samples and retain all data and analysis rights.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-06. This is a 100% Total Small Business Set-aside. The associated NAICS code is 541380 (Testing Laboratories and Services), with a small business size standard of $19 Million and a PSC Code of B599 (Special Studies/Analysis = Other).

The Government anticipates award of a Firm Fixed Price contract.
Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following:
(1) Technical Specifications,
(2) Price (to include shipping),
(3) Completed copy of FAR Provision 52.212-3.
All responses shall be submitted electronically to debora.wells@usda.gov.
The basis for award is lowest price technically acceptable (LPTA). "LPTA" means the best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications and (2) Price (to include shipping) and must also have satisfactory Past Performance. The lowest priced quote will first be evaluated for technical acceptability in accordance with the minimum specifications identified. If determined not technically acceptable, it will be removed from competition and the next lowest priced quote will be evaluated for technical acceptability. This will continue until the lowest price quote is determined technically acceptable. Once the lowest priced quote is determined technically acceptable, then a determination of responsibility will be completed. If found responsible, evaluations will be closed and award will be made.
INSPECTON AND ACCEPTANCE TERMS: Data shall be submitted no later than 120 days after receipt of samples.

To be eligible for an award, all contractors must be registered in the System for Award Management (SAM). A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. All invoices shall be submitted electronically.
Quotes must be received via email to debora.wells@usda.gov by time specified in SF1449 box 8. Questions in regard to this combined synopsis/solicitation are due no later than 2:00 PM CT on February 28, 2024. Answers to any questions received by that time will be posted as an amendment to this solicitation.
