About this opportunity
The Department of the Navy Naval Supply Systems Command seeks production of SS67 MK 109 Mod 1 Canopy Jettison Rocket Motor (CJRM) units, propellant-actuated explosive devices for F-18 aircraft emergency canopy ejection systems, with proposals due May 28, 2026. This is a competitive, firm fixed-price procurement with no set-aside.
Place of performance includes production and first article testing (FAT) at contractor facilities, with lot acceptance testing (LAT) and inspection conducted at Naval Surface Warfare Center Indian Head Division, Maryland. The requirement includes 198 units for domestic use and 48 units for Foreign Military Sales to Finland and Kuwait, plus FAT samples and LAT samples. Delivery extends to 795 days after contract award. The estimated FAT cost of $302,500 will be added to evaluated offers.
Contractor personnel must comply with extensive technical specifications including MIL-DTL-85097E Amendment 1, configuration management, radiographic inspection protocols using X-ray and neutron radiography per ASTM E1742 (100% inspection of percussion primers/ignition devices required), energetic materials analysis, and ammunition data card submissions via the Worldwide Ammunition-data Repository Program (WARP). The contract requires CMMC Level 2 (C3PAO) cybersecurity certification and compliance with DoD Manual 4145.26 for ammunition and explosives safety. Government-furnished primers (SS67 PVU-1/A, NSN 1377011081438, 450 units at $102.45 each) will be provided. Contractors must maintain all lot-related data for twenty years, notify the Contracting Officer at least ninety days prior to GFP delivery, and apply Item Unique Identifiers (IUID) in both human-readable and machine-readable (Data Matrix ECC 200) formats per CAD/PAD marking standards. Shelf life for CLIN 0001 is twelve years.
Evaluation weighs past performance (quality, timeliness, small business utilization) significantly more heavily than price, and includes assessment of small business participation commitment. The Government reserves the right to award without discussion. NAICS code is 325920 (Explosives Manufacturing); PSC is 1377 (Cartridge and Propellant Actuated Devices).
