About this opportunity

The U.S. Transportation Command (USTRANSCOM) is soliciting Stevedoring and Related Terminal Services (S&RTS) to handle import and export cargo for the Defense Transportation System at the Port of Constanta, Romania. The services will support U.S. Army and Air Force units stationed in the European Command theater and NATO exercises, encompassing comprehensive port operations including loading and unloading vessels, trucks, and rail cars, cargo management, customs clearance, warehousing, and documentation services operating 24/7/365. Contractors must provide all necessary equipment, personnel, and material handling capabilities for processing military cargo weighing up to 150,000 pounds, including hazardous materials and sensitive equipment, while maintaining strict security screening and compliance with port regulations. The solicitation uses a Lowest Price Technically Acceptable (LPTA) evaluation methodology and requires submission of technical proposals (maximum 15 pages), an Essential Contractor Services Plan (maximum 5 pages), and detailed pricing schedules. The proposal due date has been extended to June 23, 2025, at 06:00 AM following Amendment 0002, with a required 180-calendar day proposal validity period.

This procurement is designated as a Women-Owned Small Business (WOSB) set-aside with a maximum contract value of $47 million covering a five-year ordering period from December 14, 2025, through December 13, 2030, with an optional six-month extension through June 13, 2031. The contract includes detailed pricing schedules with a total estimated value of $660,000 and a 25% ceiling bringing the potential total to $825,000, though this appears separate from the $47 million maximum value. Services will be performed exclusively at authorized terminals within the Port of Constanta, specifically the DP World Container Terminal and SCS RO/RO Terminal, located on the Western coast of the Black Sea. The contract requires a minimum order value of $2,500 for the first 12 months and covers handling various cargo types including ISO containers, vehicles of all sizes, breakbulk cargo, and explosives using methods such as Lift On/Lift Off, Roll On/Roll Off, and Tow On/Tow Off operations.
