7 3-Jun-25 Will you allow for the Media Port Terminal of Constanta to be considered under this RFP, or you are relying on services being provided only in the main port territory?

5-Jun-25 Only 2 terminals are authorized for US Army movements by the MOD (DP World Container Terminal and SCS RO/RO Terminal), and both are in the South Port.

Do you plan to bring vehicles in on Ro-Ro vessels? If yes – will they have side-ramps or stern ramps? We would like a copy of the draft specs (technical details) of the vessels to be used, so that their berth assignment and dimensions can be planned/accounted for (e.g. Draft, LOA, Beam, geared or not, ramp height etc.)

Vessels with both stern and side ramps are employed to transport USG cargo. The Contracting Officer's Representative (COR) will provide the Contractor details when the contract is awarded and mission details are readily available.

Can you provide more specific details/information on the types of vehicles that will be coming into the port? Any examples of vehicles that will be in a high volume/quantity (e.g. Humvees?), and an example of something unusual/special (e.g. Abrams Tank)?

Are we clearing customs into Romania, or the materials will be considered “In Transit” while they are in the port? This will determine necessity of “bonded” storage facilities, and also for onward transportation options.

Licensing in Romania – We will have a representative on site with permit access to the port and its facilities, in order to assist with this project.

However, we does not have a Romanian Business license. All of our local subcontracting partners (port terminal, stevedoring company, freight operators) are fully licensed and hold the appropriate local permits. Will it be a hard requirement that the Prime obtains a business license for stevedoring operations in Constanta, or it is sufficient for the appropriate subcontracted parties to have this?
