Attachment 5: Technical Worksheet
Request for Proposal: HTC71125RE118
** Submission Rules & Instructions: **
1. Basis for Responses: All Offeror responses within this Technical Worksheet must be based on the requirements outlined in Attachment 1, Performance Work Statement (PWS). Offerors shall assume the Government has no prior knowledge of their company's experience.
2. Substantive Responses Required: Offerors shall not simply rephrase or restate the Government's requirements. They must provide clear and convincing rationale demonstrating how they intend to meet the minimum requirements identified in the PWS. Responses that merely paraphrase the PWS, provide flowcharts listing PWS activities without explanation, or use generic phrases like "standard procedures will be employed" without detailed descriptions will be considered unacceptable.
3. Page Limit for Technical Evaluation: The Offeror's written technical response within this Worksheet shall not exceed 15 pages. This limit applies to all narrative and descriptive content provided for evaluation, including appendices, annexes, figures, and tables directly supporting the written response. Content exceeding this 15-page limit will be removed before evaluation.
4. Exclusions from Page Limit: The following content will not be subjected to the page limit:
· Cover Sheet
· Table of Contents
· Government-provided Instruction Page(s)
· Material Handling Equipment (MHE) Photographs
· HAZMAT Certification
· Signed self-certified letters
· Business Licenses
· Work Permits
5. Foreign Language Documents: Offerors must provide certified English translations for any supporting document issued in a language other than English (e.g., port certifications, licenses, permits). Documents shall be clearly titled and/or marked to allow easy identification of the original document and its corresponding English translation.
NOTE** Failure to complete this document in its entirety or attach requested documents may result in an Offeror being ineligible for award.

The Government will evaluate the Offeror’s technical approach to determine if the Offeror submitted a sound approach for accomplishing the PWS task areas identified below:

1. Labor
Please describe your company’s ability to provide qualified and appropriate labor types necessary to meet the Government’s port support needs and required productivity. Include in your response how this labor will be utilized to meet general safety requirements, provide flexible start times, operate multiple work sites, and transition to contingency operations, maintaining work schedules 24/7 as outlined in the PWS. (Ref PWS – 3.1 - 3.8.1, 4.1.4, 4.12, 4.17, 4.26) Click here to enter text.
2. Equipment
Please describe your company’s ability to secure, provide, and safely use the following: Material Handling Equipment (MHE), gear capable of moving all classes of cargo (vehicles, containers, aircraft, and breakbulk), and ramps (fixed or portable) with a capacity up to 70 Ton (or 72,574 Kgs). Include in your response how you will provide heavy tow equipment capable of handling inoperable wheel or track vehicles weighing up to 150,000 Lbs. (68,038.9 Kgs). 3. Certifications/Port Access
3a. HAZMAT Certifications. Provide proof of current certification or signed self-certified letter stating at least two proposed personnel are trained and tested in handling Hazardous Material per the requirements of the Code of Federal Regulation (CFR) Title 49, Section 172.702, or Host Nation equivalent. 3b. Port Access. Provide proof of a valid and current business license or work permit for the prime and/or subcontractors issued by the applicable Host Nation as evidence to legally work at all named ports within the PWS. (Ref PWS 4.1.1) Click here to enter text.
