Contractors must provide qualified personnel, material handling equipment capable of moving cargo up to 150,000 lbs, HAZMAT handling capabilities, and valid business licenses for all four port locations. The procurement will use a Lowest Price Technically Acceptable (LPTA) evaluation process, with technical proposals rated as either "Acceptable" or "Unacceptable" based on meeting minimum requirements for labor, equipment, and certifications. Proposals are due by August 25, 2025 at 11:00 AM Central Time, and Amendment 0001 posted Round 1 Questions and Answers on August 19, 2025.
This solicitation is designated as a Women-Owned Small Business (WOSB) set-aside with no current incumbent contractor identified in the documentation. The contract structure is a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a base period from March 2026 to February 2031 and an optional six-month extension through August 2031. The total estimated contract value is $629,062.50, with annual costs of $91,500 distributed as $60,000 per year for Charleston and $10,500 per year each for Wilmington, Morehead City, and Savannah. The contract includes a minimum order value of $2,500 and a maximum contract value that allows for a 25% increase over the base award amount. Performance will occur at the specified Mid-Atlantic port locations, with the contractor required to maintain operations across multiple vessel decks simultaneously while adhering to strict Department of Defense security requirements and comprehensive safety protocols.
