About this file

This document is an Attachment to a Request for Proposal (RFP) for a Mission Essential Plan related to Stevedoring and Related Terminal Services (S&RTS) at Mid-Atlantic Ports. The attachment requires offerors to submit a detailed 5-page plan describing how they will continue essential contractor services during a crisis, in compliance with DFARS 252.237-7024. The plan must specifically address critical elements including personnel and resource acquisition, challenges during extended events like pandemics, time lags in personnel mobilization, personnel training and preparedness for relocation or remote work, alert procedures for essential personnel, and communication of employee roles during crisis situations.

The associated federal contract opportunity is for the Department of Defense United States Transportation Command, seeking S&RTS services at ports in Charleston (SC), Savannah (GA), Wilmington (NC), and Morehead City (NC). The services will cover management of US Military cargo including containers, vehicles, breakbulk, and aircraft, with operational tasks involving vessel, truck, and rail loading/discharging, cargo management, port reception, documentation, and warehousing. Offerors must demonstrate capability to perform these services safely, efficiently, and with high customer service standards, with the plan focusing on maintaining operational continuity during potential disruption scenarios.
