About this opportunity
The United States Transportation Command (USTRANSCOM) is soliciting proposals for Stevedoring and Related Terminal Services (S&RTS) in the Kingdom of Saudi Arabia, seeking a contractor to manage Defense Transportation System cargo through designated seaports and airports. The solicitation, numbered HTC711-25-R-R008, requires comprehensive cargo management services including loading/unloading vessels, cargo staging, and handling various military cargo types such as containers, vehicles, breakbulk, and aircraft. The government will use a Lowest Price Technically Acceptable (LPTA) source selection process, with proposals evaluated against strict technical requirements outlined in the Performance Work Statement and Technical Worksheet. Proposals must be submitted by May 7, 2025, at 4:00 PM Central Time, with a 180-day acceptance period, and contractors must provide a detailed technical proposal not exceeding 25 pages. Offerors are required to be registered in the System for Award Management (SAM) with NAICS code 488320 and demonstrate capabilities for 24/7/365 operations across multiple Saudi Arabian ports and airports.
The contract is not set aside for specific small business categories, despite earlier indications, and will cover a five-year period from August 1, 2025, through July 31, 2030, with a potential six-month extension. The total estimated contract value is $231,000 per year, with a 40% ceiling of $92,400, bringing the potential total contract value to $323,400. Historical cargo volumes suggest approximately 100,000 breakbulk pieces, 3,200 containers, and 400 rolling stock items annually, with services required at locations including Riyadh, Dammam, Dhahran, Yanbu, and Jeddah. Contractors must provide all necessary material handling equipment capable of moving cargo up to 150,000 lbs, secure appropriate port authorizations, and comply with both U.S. Government and Saudi Arabian regulations. The place of performance is exclusively within the Kingdom of Saudi Arabia, with operations supporting U.S. military logistics movements through designated seaports and airports.
