About this file
This document is a Solicitation Questions and Answers (Q&A) Log for Solicitation Number HTC71125RR008, dated 07 April 2025, covering stevedoring and related terminal services in Saudi Arabia. The log contains two vendor questions addressing specific contract details: the first question concerns the Schedule of Rates (SOR) pricing sheet and its single-tab design, while the second question seeks clarification on travel bans in the Kingdom of Saudi Arabia. The government's responses provide detailed explanations, noting that the contract is designed for streamlined pricing across all Saudi Arabian locations and that travel bans are dictated by the Saudi General Department of Traffic, with specific websites provided for additional information. Neither question resulted in an amendment to the Request for Quote (RFQ), and both responses were issued on 7-Apr-25, addressing vendors' concerns about pricing complexity and operational restrictions.

Referring to HTC71125RR008, the Performance Work Statement (PWS) outlines the requirements for providing stevedoring and related terminal services at various seaports and airports in Saudi Arabia, including Riyadh, Dammam, Dhahran, Yanbu, Jeddah, and several military bases. However, we have noticed that Attachment 2 - SOR - Saudi Arabia pricing sheet has only one tab to be priced.
Given that the aforementioned ports have different tariffs and need to be priced separately, could you please advise which document should be used to offer separate tariff rates for each port and airport?

The PWS lists all potential locations where support will be required for this contract. Seaport and inland locations are both critical components of the scope of work since the Contractor will be requested to operate at all potential locations listed.
The Schedule of Rates (SOR) does not include multiple tabs because this contract is designed to provide streamlined pricing, regardless of the operating location in the Kingdom of Saudi Arabia (KSA). This streamlining provides clarity for both the US Government and the Contractor and reduces or eliminates the need for Out-of-Pocket (OOP) expenses on most invoices. This OOP reduction enables faster invoicing and payment to the Contractor after each task order is completed.

Technical Worksheet, item 2b:
This item refers to “Travel bans” that have been implemented by KSA. Can you please expand on these “bans” as to exactly what is being restricted in relation to PWS 6.6.1? i.e. Do the “bans” prevent movement of Cargo Intra-Saudi Arabia, or do you mean cross-border restrictions? Are the “bans” specific to any particular KSA port / airport?
Or as the word “travel” is used, do the bans affect movement of personnel?
7-Apr-25
The travel bans outlined in the PWS are dictated by the Saudi General Department of Traffic.
The US Government does not have an exemption to the heavy truck roadway bans. Companies should refer to KSA government circulars to learn more about heavy truck restrictions in the Kingdom and any permits that may be applied for to exempt vehicles from the ban.
