About this file

This document is a Technical Worksheet for a Stevedoring and Related Terminal Services (S&RTS) solicitation for the Kingdom of Saudi Arabia, issued by the US Department of Defense Transportation Command. The technical worksheet requires offerors to provide detailed responses addressing three critical areas: labor capabilities, equipment provisions, and necessary certifications/port access documentation.

The solicitation (HTC711-25-R-R008) seeks a contractor to manage US Military cargo movements through designated seaports and airports, including handling containers, vehicles, breakbulk, and aircraft. Key technical submission requirements include demonstrating ability to provide qualified labor with flexible 24/7 work schedules, securing material handling equipment capable of moving cargo up to 70 tons, managing heavy tow equipment for inoperable vehicles, navigating Saudi Arabian travel restrictions, providing HAZMAT certifications, obtaining valid port access licenses, and securing authorization from the Saudi Arabia Port Authority. The technical proposal is limited to 25 pages, with attachments and translations not counting against the page limit, and submissions will be rated as either "Acceptable" or "Unacceptable" based on meeting minimum solicitation requirements.

Attachment 5: Technical Worksheet

Request for Proposal: HTC71125RR008

** Submission Rules & Instructions: **

1. When completing this Technical Worksheet, the Offeror shall answer each question based on Attachment 1, Performance Work Statement (PWS) requirements. The Offeror shall assume the Government has no prior knowledge of the past or present experience the Offeror may have.

2. The Offeror’s entire submission of this Technical Worksheet SHALL NOT exceed 25 pages in length. Technical Worksheets that exceed 25 pages will have only the first 25 pages evaluated and all other pages will be removed before the Technical Worksheet is evaluated.

3. The offer shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the contractor intends to meet the minimum requirements identified in the PWS. Statements paraphrasing the PWS or parts thereof, flowcharts simply listing activities related to the PWS, and phrases such as “standard procedures will be employed” without description of how the Government’s requirements will be met will be considered unacceptable.

4. All requested attachments, port certifications, licensing, permits, documentary evidence (photos), and Material Handling Equipment (MHE) lists shall not count against the page limits.

5. Certified English translations must be provided for any supporting document(s) (i.e. Port certification, licensing, or permits) issued in a foreign language (other than English). Documents shall be titled and/or marked as to allow the Government to identify the original document and its certified English translation without confusion.

NOTE** Failure to complete this document in its entirety or attach requested documents may result in an Offeror being ineligible for award.
