About this opportunity
The US Army Corps of Engineers, Portland District, is seeking contractors to conduct spring Chinook salmon spawning surveys above Green Peter Dam in Quartzville Creek and Middle Santiam River, Linn County, Oregon. The Sources Sought notice is a market research effort to identify qualified firms capable of performing a 12-month scientific and technical consulting contract involving weekly boat and foot surveys, salmon redd counting, and carcass sampling. Interested firms must submit a six-page response electronically by February 24, 2025, at 3:00 PM PDT, demonstrating their capabilities, qualifications, and technical expertise. Respondents must be registered in the System for Award Management (SAM) and can include various business types such as small businesses, 8(a) firms, HUBZone businesses, women-owned small businesses, and veteran-owned businesses. The evaluation will focus on firms' ability to perform scientific field research, possess necessary equipment, and demonstrate understanding of the draft Performance Work Statement.
The contract opportunity uses NAICS code 541690 (Other Scientific and Technical Consulting Services) with a $19 million size standard and does not have a specific set-aside designation. The current contract (W9127N24F0021) expires on April 30, 2025, and the new contract will run for 12 months, requiring contractors to conduct surveys from July through October and provide monthly updates and a final report by April 30, 2026. While specific award value is not disclosed, the research-oriented nature of the work suggests a specialized, technically complex project requiring scientific expertise in fisheries research. Contractors must provide all personnel, equipment, tools, materials, vehicles, and supervision necessary to perform comprehensive salmon spawning surveys and biological data collection. The government emphasizes that this Sources Sought notice does not obligate them to award a contract and no reimbursement will be provided for response preparation.
