Place of performance is Scott Air Force Base, Illinois, and operations occurring off-installation within 25 miles of the base. The contract runs from 2026 through 2031 with a Master Dollar Limit of $750,000, and individual calls may not exceed $250,000 without Contracting Officer authorization. PSC code is S222 (Housekeeping – Waste Treatment/Storage).
The contractor must maintain current HAZWOPER 40-hour certification for all personnel and provide certified Hazmat Technicians and Specialist-level responders appropriate to each spill. Services must comply with CERCLA, Clean Water Act, RCRA, OSHA regulations, and Illinois Administrative Code. The contractor shall be available 24 hours daily, seven days per week, including holidays, with an initial responder dispatched within two hours of request and full response personnel and equipment within three hours. Minimum order is four hours for all personnel with a minimum of two employees per incident. The contractor must develop site and safety plans, conduct independent third-party verification of cleanup completion, and coordinate laboratory analysis through IEPA-certified laboratories. Participation in annual OHS spill response exercises (typically August/September, maximum three-day fieldwork) is required.
Evaluation uses Lowest Price Technically Acceptable methodology, ranking quotes by price and evaluating the two lowest-priced offerors' technical approaches first; if both are acceptable, the lowest price wins. Technical plans are limited to one page and must detail methodology and timeline. Quotations must include pricing across labor, equipment, site characterization/confirmation sampling, waste characterization, and waste disposal categories. Service Contract Act wage determinations apply to the specified Illinois and Missouri county jurisdictions.
