The BPA is issued by the 375th Contracting Squadron on behalf of Scott Air Force Base (SAFB) and covers operations occurring off-installation within 25 miles of the base. The agreement period runs from 2026 through 2031, with a Master Dollar Limit of $750,000.00. Individual calls under the BPA may not exceed $250,000.00 unless authorized by the Contracting Officer or designated representative from the Contracting Office. The awarded contractor must provide a firm price list annually or as required by the Contracting Officer, with any price changes submitted no less than 30 calendar days prior to the effective date. Calls under the BPA may be placed orally, electronically, or by paper document by authorized individuals identified in a separate authorization letter provided by the Contracting Officer. All work requires prior approval from the Contracting Officer or authorized representative before performance begins. Invoicing shall be submitted monthly or upon BPA expiration, whichever occurs first, with supporting delivery tickets containing the contractor name, BPA number, call number, date of call, itemized services rendered, quantity of hours, hourly rates, delivery fees, and delivery date. The Government will make payment through Government Purchase Card (GPC) or Electronic Funds Transfer (ETF) via DFAS and Wide Area Workflow (WAWF). Either party may discontinue the BPA with written notice—the Government may discontinue at any time, while the contractor must provide 30 days' written notice.
