About this opportunity

The Department of the Air Force United States Air Forces in Europe - Air Forces Africa is procuring spill prevention and response exercise services for Moron Air Base in Spain through a combined synopsis/solicitation under FAR Part 12 and Part 13 procedures. The contractor will conduct annual mandatory spill prevention and response training exercises that include both classroom instruction and hands-on training with equipment deployment demonstrations, requiring instructors with at least 10 years of relevant experience who are bilingual in English and Spanish. The exercises must provide a minimum of 12 contact hours over at least two days, with one day focused on training and table-top exercises and another day involving mock spill response activities. Award will be made to the lowest priced, responsible offeror whose proposal conforms to all solicitation requirements, including technical specifications, terms and conditions, and representations and certifications. The critical performance window for the base period is October 13-17, 2025, and proposals are due by September 22, 2025.

This procurement is conducted as full and open competition with no set-aside designation, and no incumbent contractors are identified in the solicitation materials. The contract structure includes a base period and four option years, plus a six-month extension option, with separate contract line items for both services and travel costs for each period. The exercises will be conducted annually at Moron Air Base, Spain, located on Carretera de Morón-Sevilla, kilómetro 14, though the Performance Work Statement indicates potential for additional foreign installations under DLA Energy facilities. Each annual exercise consists of a single event limited to the specific installation, with daily exercise limits of 8 hours and includes a hot-wash session following the mock spill response activities. The solicitation operates under a firm-fixed price contract type, with the anticipated contract award date of October 1, 2025 for performance in fiscal year 2026.
